Arcola City Council discusses approval of preliminary engineering, construction guidance agreement

Members of the Arcola City Council met Monday, May 16.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING

May 16, 2016

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Moore, Key, Guyot and Foran. City Administrator Wagoner, Chief Phillips and Attorney Bequette were also present. Alderman Reece and Treasurer Harvey were not present.

PLEDGE OF ALLEGIANCE Alderman Smith led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF MAY 02, 2016 COUNCIL MEETING MINUTES Alderman Foran moved to approve the May 02, 2016 council meeting minutes as present and was seconded by Alderman Smith. Roll call vote, Smith, aye; Moore, aye; Key, abstain; Guyot, abstain; Foran, aye. Motion carried.

APPROVAL OF APRIL 30, 2016 – MAY 13, 2016 BILLS Alderwoman Moore moved to approve the April 30, 2016 – May 13, 2016 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-1, TIF REDEVELOPMENT

AGREEMENT WITH ERIC AND KELLY HEADRICK – 60% PROPERTY TAX

REBATE Alderwoman Key moved to approve Ordinance No. 16-S-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE BIDS FOR SEAL COAT MAINTENANCE

PROGRAM Alderman Foran moved to approve bid from Earl Walker Co. Inc. in amount of $189,525.25 for seal coat maintenance program. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE JOINT RESOLUTION WITH IDOT FOR

IMPROVEMENTS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE

Alderman Foran moved to approve Joint Resolution with IDOT for Improvements by Municipality Under the Illinois Highway Code. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE IDOT ECONOMIC DEVELOPMENT PROGRAM

AGREEMENT Alderman Foran moved to approve IDOT Economic Development Program and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PRELIMINARY ENGINEERING AND

CONSTRUCTION GUIDANCE AGREEMENT Alderman Foran moved to approve Preliminary Engineering and Construction Guidance Agreement. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND ACCEPT RETIREMENT OF K-9 FROM CITY OF ARCOLA

POLICE FORCE AND PURCHASE OF K-9 PURSUANT TO CONTRACT Alderwoman Key moved to approve accepting the retirement of K-9 from City of Arcola Police Force and the purchase of K-9 pursuant to contract. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Smith Reminded everyone the Car Show is this Saturday.

Alderwoman Moore Had nothing at this time.

Alderwoman Key Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed the retirement of Voodoo and purchasing new dog with donations & using existing funds.

Discussed purchasing a new squad car and also set interviews for new officer for May 23rd.

Alderman Guyot Had nothing at this time.

Alderman Foran Reported the Street & Alley Committee met prior to this meeting and reviewed the agreements and bids that were passed. Also discussed an alley that the city maintains but does not own. Attorney Bequette will review this.

As this concluded the business of the meeting, Alderman Foran moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
