The City of Tuscola City Council met Monday, May 9.

Council meetings are held on the second and fourth Monday of every month, except for when a holiday falls on a second or fourth Monday, in which case the meeting is rescheduled for the following Tuesday. Meetings take place at the Tuscola City Hall, 214 N. Main St. at 7:30 p.m. and are open to the public.

The regular meeting of the Tuscola City Council was called to order wiith Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt and Mayor Kleiss in attendance.

Alderman Hoey was absent. Mayor Kleiss led the Pledge of Allegiance.

Public Comment - None

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

- Minutes of the April 25, 2016 meeting

- Payment of bills totaling $290,047.03

- A final pay request from Otto Baum in the amount of $16,686.97, for the South Court Street Construction (included in the bills)

Henderson moved to approve the items on the consent agenda. Shoemaker seconded. VOTE YEA* Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt. Maxey moved to approve the coneent agenda for May 9, 2016. Cleland seconded. VOTE YEA• Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt.

Request for Time on the Agenda

Paul Wisovaty, representing the T.K. Mattin VFW Post 10009, introduced Sean Connor, Commander of the T.K. Martin post. Wisovaty and Connor asked council permission to hold a Poppy Day sales event on May 21, 2016. Proceeds from the sale will provide relief for veterans and their families.

Mayor

Mayor Kleiss asked for a motion to approve the annual appointments for the City effective May 1, 2016 - April 30 2017. Truitt moved to approve these appointments of officers and individuals. Henderson seconded. Copy attached making them part of the minutes. VOTE YEA" Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt

Mayor Kleiss noted council received a note from TCHS students and staff thanking the city for their assistance with the recent Clickers 'crash scene re-enactment'.

City Treasurer

Treasurer Long reported Eddie Boutilier, Red Barn Vet Service, and Rachel Puckett are delinquent on their TIF loans.

City Attorney — No Report

City Administrator

Administrator Hoel reported Attorney Bequette is taking several actions relative to nuisance properties and pursuing enforcement actions. Hoel and Bequette understand council wants them to be aggressive and report back as quickly as they can, Hoel added.

Contracts and Agreements

Truitt moved to waive formal bidding on the audio/video system installation for the Community Building. Maxey seconded. VOTE YEA” Cleland, Day, Henderson, Maxey,

Shoemaker, Slaughter, Truitt. Administrator Hoel reported the same gentleman that handles the AV installation at City Hall has provided a substantially cheaper proposal for the Community Building system. The proposed audio system has an interface, several wireless, mics, amplifiers, several inputs, a projector and motorized screen, and Wi-Fi. Hoel went on to say they have looked at other places and feel we are getting a good, competitive price on this. Day moved to approve the proposal from AVS Integrated Solutions in the amount of $31,880, for the installation of the Community Building audio/visual system. Shoemaker seconded. VOTE YEA’ Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt.

Administrator Hoel asked for council approval of a consulting engineering contract submitted by Jim Crane, County Engineer. The agreement is for the anticipated annual oil and chip project now in the bid process. Terms of the agreement are a $1250 base fee and a percentage based on the bid. Henderson moved to approve the maintenance engineering contract with Jim Crane for the annual oil and chip project with a base fee of $1250 and a percentage of the bid price. Cleland seconded. Other

Mayor Kleiss submitted names for new hire for summer employment and asked for council approval. Truitt moved to approve Cassie Hardwick as assistant pool manager, and Rachel Watson and Nathan Pearce as lifeguards for employment this summer. Day seconded. VOTE YEA” Cleland, Day, Henderson, Maxey, Shoemaker, Slaughter, Truitt.

Mayor Kleiss recognized Boyd Henderson for his more than 35 years of service to the City of Tuscola. Kleiss read a certificate of appreciation for Henderson and presented him with a gift card. Henderson commented he started out as a councilman, than was City Clerk for four years; then went back to council, where he has been since 1989. Henderson added the current City Hall is the fourth building meetings have been held in during his tenure.
