The Lawrenceville City Council called a regular meeting on Thursday, May 12.

Council members meet to vote on all kinds of issues that relate to the ongoing maintenance, progress and development of the city.

MINUTES

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, May 12, 2016 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Blacketer, Howder, Courtney, Lynn, Stevens and Waldrop. Absent: None.

Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of April 14, 2016. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve the minutes of the meeting of April 14, 2016. Holcomb seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for April. Mayor Wagner asked for questions or comments. Blacketer made a motion to approve paying the bills for April. Stevens seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch, Lynn, Howder, Stevens, Courtney, Blacketer and Waldrop. Nays: None.

Mayor Wagner reported the City’s accounts to the Council. The City working budget, is 17.7% under budget after 12 months of the 15-16 fiscal year. Mayor Wagner praised all City employees for their hard work and dedication to the city.

Mayor Wagner noted to the Council that Greg Lewis was appointed to the Police Committee for a two-year term ending May 1, 2018. Mayor Wagner asked for any objections. No objections noted.

Mayor Wagner presented the “Safe Routes to Schools” agreement to the Council. The Agreement is for the sum of $95,000.00, for building two sidewalks. A sidewalk from Cedar Street to Porter Avenue on the South West side of the City Park and a sidewalk from Parkside Elementary School to Harper Avenue.

Mayor Wagner asked for questions or comments. Waldrop made a motion to approved Resolution #05-01-16 to approve the “Safe Routes to Schools Agreement”. Blacketer seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch, Courtney, Lynn, Howder, Stevens, Blacketer and Waldrop. Nays: None.

The Street Department is working on the South side of the downtown square’s sidewalk and will be repairing some seating around the Courthouse square.

Fritch, Utilities Committee chairperson and Bruce Laslie, Water Superintendent, stated that the Utility department would like to make a couple purchases to improve the maintenance in the Water and Sewer departments.

The Water department would like to purchase 700 new automatic water meters. The water meters will make reading meters easier. The cost of 700 water meters and installation will be $100,000.00. Mayor Wagner asked for questions or comments. Fritch made a motion to approve $100,000.00 to purchase water meters. Stevens seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch, Lynn, Howder, Stevens, Courtney, Blacketer and Waldrop. Nays: None.

The Sewer department would like to upgrade the flow monitoring equipment in the sewer office. The upgrade will make monitoring incoming flows better, from analog to digital. An estimate for the flow monitoring equipment of $12,000.00 was from Tracy Electric.

Mayor Wagner asked for questions or comments. Fritch made a motion to approve $12,000.00 to purchase new flow monitoring equipment. Lynn seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch, Lynn, Howder, Stevens, Courtney, Blacketer and Waldrop. Nays: None.

The Sewer department would like to upgrade the diffuser at the Sewer plant. The current diffuser is 30 years old and does not aerate the sewage water correctly. The cost of a new diffuser will be $30,100.00 plus labor came from Schreiber.

Mayor Wagner asked for questions or comments. Fritch made a motion to approve $30,100.00 to purchase a new diffuser. Lynn seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch, Lynn, Howder, Stevens, Courtney, Blacketer and Waldrop. Nays: None.

Mayor Wagner read a proclamation that declared May 21st and 22nd, 2016: Poppy Days in City of Lawrenceville. The American Legion and American Legion Auxiliary will be distributing poppies on May 21st City wide.

The “Art and Wine on the Square” event will be held on June 18th, 10:00 a.m. – 8:00 p.m.in downtown Lawrenceville.

Mayor Wagner noted that the Sanitation Committee and the Bargaining Committee will meet to discuss ongoing issues.

Mayor Wagner read a thank you note from the Wells family. The Lawrence County Library expressed thanks to the City for the pool passes.

Lynn made a motion to adjourn. Holcomb seconded the motion. The motion was approved by voice vote. Time: 7:46 p.m.
