Mattoon to discuss construction, municipal contracts
The Mattoon City Council will convene at 6:30 p.m. on Tuesday, March 1, at City Hall, to consider ordinances, bids and agreements on issues related to construction, real estate and municipal contracts.
As always, public comment on agenda items is welcome during the presentations, petitions and communications portion of the meeting. Up for discussion at this meeting will be an electrical aggregation bid.
The bid was first addressed Dec. 15, when a motion was raised for the public works director to accept a 2016 Electrical Aggregation program bid with a service agreement for electricity supply to residential and small commercial customers who do not opt out of such a program.
New business will concern one appointment approval — for Phyllis Karpus to join the library board for a term ending June 30, 2017.
Half a dozen special ordinances are on the agenda, as well. The first declares personal property owned by the municipality as surplus, authorizing the property’s sale or disposal. The second involves real estate transfers of Lanman Drive from Lanman Oil Company and Eastern Illinois Industries to the city.
Thirdly, the council will debate a three-year successor collective bargaining agreement with the local Police Benevolent and Protective Association, Unit #35. Fourth, a special use permit at 1812 Western Avenue will be considered as a homeless shelter.
Finally, two grant agreements between the City of Mattoon and private companies will be discussed: one with Novinger LLC, regarding demolition of existing buildings and redevelopment of the 1901-2023 block of Charleston Avenue, and another with Jasper LLC, for façade improvements and electrical code updates on a building at 1804 Broadway Avenue.
Council members will hear consent agenda items and department reports from the city administrator, community development, city attorney, city clerk, finance, public works, fire and police, arts and tourism departments prior to adjournment.
