Village of Noble Village Board met Oct. 14.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Cindy Manuel, Tresa Hundley, Paul Summers, Janet Pflaum, Gary Ulm, Carol O’Dell, Ashley Pipher and Josh Wakefield. No guest.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Ashley Pipher to approve September 22, 2025, minutes. Seconded by Josh Wakefield. All voting Aye.

The Treasurer Report and cash in bank as of the end of September were presented. Motion made by Ashley Pipher to accept the Treasurer and Cash in Bank Reports for September as presented. Seconded by Carol O’Dell. All voting Aye.

Mayor Kessler informed the Board that the Village employees cleaned, leveled, and placed road pack/patch on an area of the sidewalk on W. Cherry St. (pictures were provided).

Village employee flushed fire hydrants on Oct 6 & 7, and no issues were reported. An estimate for the Tax Levy may be provided at the next board meeting.

The Noble Lions Club Halloween event is scheduled in the Noble Park on Friday, Oct 24; Cakewalk 6:30 pm & Parade at 7:00pm.

Trick or Treat night in Noble will be held on Saturday, Oct 25 from 6pm to 8pm.

Canceling the 2nd Board meeting in December was mentioned and will be place on the next agenda.

Mayor Kessler informed the Board that the tractor was picked up for repairs to the hydraulics on bucket and a seal (o ring) in valve. Possible cost of approximately $1200.00 or less.

The Treasurer discussed the current phones and options of purchasing new phones for the Village Hall. The Board was provided with 3 options to purchase VOIP phones through Amazon (checked into by Trustee Pipher) and information from Wabash Communications to purchase and/or lease a system. Motion made by Paul Summers to purchase 2 phones listed in option B Yealink T46U at a cost of $133.30 each, through Amazon. Seconded by Josh Wakefield. Roll Call Vote Taken, all voting Aye with exception of Carol O’Dell abstaining (vote was counted with majority of ayes) and Janet Pflaum voting no. Motion carried.

The Village Christmas Party is scheduled for December 12, 2025 at 6p.m. at Joe’s Pizza.

Trustee Pflaum informed the Board that the Personnel Committee met on October 2 to discuss upcoming vacancy due to the Village Clerk retiring. The Treasurer agreed to become Village Clerk and continue to do some treasurer duties. Personnel Committee recommends advertising for a part time secretary position for 1 day a week (alternating Mondays and Tuesdays) and pay would be considered between $15.00-$25.00 hour based on qualifications. This position will include treasurer related functions and other clerical responsibilities to be assigned. Trustee Pflaum said applications will be accepted until November 14, 2025. The Personnel Committee will meet again on November 17 and interviews will be scheduled for November 19 & 20. The Treasurer provided an Ad and a job description for the Board to review. Motion made by Carol O’Dell to approve the Personnel Committees’ recommendation to advertise for a part-time secretary for the Village Hall for 1 day a week (alternating Mondays and Tuesdays), pay would be based on qualifications between $15.00- $25.00 hr. and would include treasurer-related functions and other clerical responsibilities to be assigned. Seconded by Gary Ulm. All voting Aye.

Mayor Kessler mentioned a tree in front of 205 W. North Ave. that was between the sidewalk and street that an individual thought needed taken down. Mayor Kessler said the top looked dead, but the rest of the tree appeared green. Trustee O’Dell asked if it was dangerous, and Mayor Kessler said no. No action was taken, and matter was tabled.

Aaron Brown with the IECC asked Mayor Kessler if the village would help with monetary funds for riprap to be placed in a ditch at the IECC in Noble. IECC received a quote from Dolls for $1800- $2000. The Board questioned which ditch it was, if the ditch was the States, if IDOT was contacted and if by doing this would it slow down the flow/drainage. Mayor Kessler will check with Mr. Brown. No action taken.

Motion made by Ashley Pipher to pay all the bills that were presented, with exception of the bill for The HomeTown Register subscription renewal. Seconded by Janet Pflaum. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:44 p.m. Seconded by Josh Wakefield. All voting Aye.

The meeting adjourned until October 27, 2025, at 7:00 p.m. at the Noble Village Hall
