City of Marshall City Council met Oct. 13.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor John Hasten presiding. Upon roll call, all council members were present except Green, Nelson and Wallace. Green, Nelson and Wallace were absent.

King made a motion, seconded by LeFever to approve the minutes of the previous meeting. Upon roll call, all council members present voted for. Motion carried.

Smitley made a motion, seconded by Swalls, to approve the Collection, Treasurer’s, Building and Police Reports for August 2025. Upon roll call, all council members present voted for. Motion carried.

Public Comment: Kathy Kuhn addressed the council expressing frustration about a property the City purchased. She wanted the option to buy and felt she had shared that often to the City.

New Business: A Tiff District meeting was announced to be held in council chambers Wednesday, October 15, 2025 at 5:30pm. LeFever thanked the city for cleaning up a property in his ward and thanked the Ordinance Committee for their work.

LeFever made a motion seconded by Swalls to adopt Ordinance 2025-O-26. An Ordinance amending Chapter 22. Businesses. Article V Video Gaming. Sec 22-91. License required. Code of Ordinances. City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion seconded by King to approve appointments of new committees. Upon roll call, all council members present voted for. Motion carried.

King made a motion seconded by Smitley to approve updated City of Marshall, Illinois Employee Handbook. Upon roll call, all council members present voted for. Motion carried.

King made a motion seconded by LeFever to pay bills in the amount of $516,953.16. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion seconded by King to adjourn. Upon roll call, all council members present voted for. Motion carried. Meeting was adjourned at 6:52pm.
