City of Martinsville City Council met Oct. 8.

Here are the minutes provided by the council:

Attendance: Bob Lovell-Mayor, Terri Connelly-Treasurer, Caitlin Dill-Clerk, Jordan Wilhoit, Ryan Slater, Dan Kibler, and Jonathan Burns.

Meeting called to order by Mayor Lovell at 7:00 PM.

Public Comments:

--Motion by H Craig, 2nd by C Perry, to approve the Regular meeting minutes for 9/24/25.

--C Davidson enters at 7:03pm.

--Discuss HRC’s proposal and funding request to expand mental health benefits for the students for Martinsville School District.

--Jonathan Burns came to speak about HRC’s (Human Resource Center of Edgar and Clark County) proposal and request. Jonathan says there are 8 students at Martinsville Jr/Sr High School that are getting help from a school-based therapist. HRC has been around since 1970, expanded to Clark County in 1984, and it’s first year in a school was in 2024. He says 3 students receive help during the Summer and there may be a 9th kid soon to be enrolling. Currently the therapist is working ½ days at the school, that would shift to a full day if more students seek help and enroll in the program. It was his opinion that without this program 4 out of the 8 kids would not be receiving any help if it wasn’t offered from this program. This year compared to last there has been a higher request for police visits due to behavioral issues. HRC is requesting $7815 from the City as a one-time request to bridge this year’s funding. Due to an unexpected passing they have a new Finance Director; they are working on getting their billing squared away for this year. Usually, sources of funding for this program are from schools, fundraisers, donors, and grants. Before the beginning of the school year HRC asked the school to contribute funds, they asked for a higher quantity of money and at that time the school could not contribute.

--Motion by C Davidson, 2nd by H Craig, to approve CILB Intergovernmental Contract and by laws. --If accepted into CILB, Robert Lovell will be a Board Member to represent Martinsville.

OTHER:

Mayor:

● Mill Street opened up and cleaned up after culvert replacement. Next year it will be chip and sealed. 

● Garage doors and interior doors going up at the City Building by end of month.

● Martinsville on the Move will have an open house at the City Building on October 26thfrom 3p-6p. There will be a bounce house, food, Mapping groups, Chamber of Commerce, and other groups represented there. 

● Housing webinar has good info that can lead to TIF district and Enterprise zone.

● There is built in raises for the Gas department when 2 licenses have been completed. It was discussed if one is done should they get 1/2 the raise or get the full raise when both are completed.

Craig:

● Asked about the update for updating signage around town that was started by the Mapping meeting. Vacation and projects got in the way, but will be touched on soon.

Perry:

● The miles per hour sign entering the West side of the school zone doesn’t show the number and the sign on the East side has issues sometimes showing the number.

● Asked if lighted signs could be added for a pedestrian crossing by the Fairgrounds.

● There is a lady who has a tree in an ally that wants it trimmed back, it is massive with most of it dead, it will have to go completely.

Isbell:

● S York Street retaining wall: sidewalk is gone. Option could be to repair two house walls, shutting down sidewalk to rebuild retaining wall, something to look into.

● Asked if Leon Goble needed replaced for the National Road Representative.

Wilhoit:

● The property on Bond & Mill came off of one site for sale, status is unknown, still working on it.

--Motion by W Isbell, 2nd by C Davidson, to close meeting for executive session at 7:45pm.
