City of Arcola City Council met Sept. 15.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Helmuth, Henson, Moreno and Budd. City Administrator Wagoner and Treasurer Anderson were also present. Alderman Foran and Attorney Petty were not present.

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Adam Kremer of Milano & Grunloh Engineers, LLC gave an update on Libman Street improvements; DCEO Grant for sanitary sewer improvements; RIPI; Downtown Grant; State Legislative Grant (Arcola Center); Tank Mixers and Bob King Drive & Egyptian Trail.

Hannah Myers of the City of Arcola stated that in March she partnered with Illinois Dept. of Authorities and entered into a Housing Stock Survey. She explained what was involved in completely the 2, out of 3, parts she has done and what this survey possibly can be used for in the future. She also reported on a proposed festival district she is attempting to put together and the benefits to the city from this.

APPROVAL OF SEPTEMBER 02, 2025 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the September 02, 2025 council meeting minutes as presented and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried.

APPROVAL OF AUGUST 30, 2025 THROUGH SEPTEMBER 12, 2025 BILLS Alderman Hensley moved to approve the August 30, 2025 – September 12, 2025 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIDER AND ACCEPT RESIGNATION OF PAUL GOODWIN Alderman Henson moved to approve the resignation of Paul Goodwin and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR DAVID GARCIA – WATER OPERATOR APPRENTICE Alderman Henson moved to approve salary increase for David Garcia in the amount of $ .50 per hour. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR GABE MENSER – WATER OPERATOR APPRENTICE Alderman Hensley moved to approve salary increase for Gabe Menser in the amount of $ .50 per hour. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RIPI SANITARY SEWER IMPROVEMENTS BID – B & T DRAINAGE $1,690,037.93 Alderman Henson moved to approve RIPI Sanitary Sewer Improvements Bid to B & T Drainage in amount of $1,690,037.93. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 25-R-7, AUTHORIZATION TO PARTICIPATE IN OPEN SPACE LANDS ACQUISITION AND DEVELOPMENT (OSLAD) PROGRAM – KELLY MOORE MEMORIAL PARK PHASE 2 IMPROVEMENTS Alderman Hensley moved to approve Resolution No. 25-R-7 and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SETTING TRICK OR TREAT HOURS Alderman Budd moved to approve setting Trick or Treat Hours on October 31st from 6:00 – 8:00 p.m. Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

There were no committee reports.

Alderman Hensley stated he would like to thank the City of Arcola employees for the great job done for the Broom Corn Festival.

As this concluded the business of the meeting, Alderman Hensley move to adjourn and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried.
