City of Martinsville City Council met Aug. 27.

Public Comments:
William Heleine: Spoke about his concern of speeding traffic on Webster. Since there are kids around and the hill, he thinks it’s becoming dangerous. Requesting if speed limit signs are possible. He also asked if City meetings are recorded, he was informed the minutes are all available on the City website.

--Presentation by Kelsey D Swing regarding audit findings.
--Kelsey explained the results and budget comparison. Ultimately the City had a clean audit, which is preferred. Water and Gas funds are accumulating, which is better. The difference in balances show that allocated resources are being used. Timing of projects plays a large roll on the audit results. A lot of projects that were in the works for years have finally been able to be completed, which makes the fluctuating accounts look like more spending happened, even though the funds were deposited and set aside for those specific projects.

OTHER:
Mayor:
● Has a meeting on 8/28/25 to review OSLAD grant and plans.
● CDI Training and IML Conference was good, most of it had been learned from on-hand experience as Mayor. Next month there will be an all-day TIFF training he would like to attend.
● He wants the council to look over the mock up of a noise ordinance, so an action can be taken at next meeting.
● The City received $5255 for a Tree Grant, this means 110 trees can be planted. About 70 will be planted in the Fall and the rest in the Spring. The Grant providers want to see more community involvement with the tree planting process.
● A Land Bank Rep will be having a meeting on September 10th at 6pm at the Community Center. The Council could have a Special Meeting at 6pm to attend that meeting before the regularly scheduled City County Meeting.
● There will be an Open House in October or November for the public to attend to view the newly built City building. Mapping groups will be there with information, along with food for all.
Davidson:
● Asked about an update to the Dollar General sidewalk. Dallas will be helping Jesse start the project, some other projects delayed this one.
● Suggested since there are a few things incorrect at the City building, that could potentially cause future issues, the City should get some engineering cost back.
● The sidewalk work at Washington and Vine looks good.
Perry:
● The City did a great job preparing for the weekend Block Party event.
● There is an electric pole in front of Connelley’s that kept blowing breakers. There needs to be updates done downtown for future events.
Isbell:
● Asked about the new part of the sidewalks at Vine and Washington that are uneven. There is more work scheduled that will end up leveling those out when finished.
● There is a street light on the North side of the rode by the City Park that is not working.
● Suggested there to be new trashcans placed in the public bathrooms at the City Park.
