Village of Dieterich Board of Trustees met Aug. 4.
Here are the minutes provided by the board:
The Dieterich Village Board met in regular session on Monday, August 4, 2025 at 6:30 p.m. at Dieterich Village Hall located at 103 W. Section Street.
The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.
The following Trustees were present: Pam Hartke; Berdeena Leturno; Stacy Welter and Carrie Galbraith. Trustee Matt Flowers was present via speakerphone. Trustee Fred Bray was absent. With five Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson, Village Engineer Lee Beckman, Maintenance Supervisor Mike Campbell and Derek Koester.
A motion was made by Trustee B. Leturno; seconded by Trustee P. Hartke to approve the omnibus agenda: approve minutes of the July 21, 2025 regular meeting, approve the Treasurer’s Report, approve Expenditures, and receive and acknowledge a recommendation letter from the Village of Dieterich Board of Zoning Appeals and Planning regarding a Petition for Variance for an Accessory Building at 206 Sycamore Avenue, Dieterich, IL. Roll call was 5 yes and 0 no.
President Hardiek went straight to the New Business portion of the agenda. Derek Koester was present to address the Board regarding his request for a variance to build his accessory building at 206 Sycamore Avenue.
A motion was made by Trustee C. Galbraith; seconded by Trustee B. Leturno to approve Ordinance 1198-2025: Authorizing a Variance from the Zoning Regulations Contained within Title 0 of the Village Code of the Village of Dieterich, in the County of Effingham and State of Illinois (Variance for Size and Height of Accessory Building –
Derek A. Koester and Brittany M. Koester). Roll call was 5 yes and 0 no.
President Hardiek went back to the Reports portion of the agenda. Maintenance Supervisor Mike Campbell reported the lagoon aeration lines had been cleaned with the help of Air Diffusion Systems. We should not have to clean them again until 2027. It would be nice to find a local company to assist with this maintenance work, but Mike isn’t aware of any local companies that do this kind of work.
Engineer Lee Beckman reported the East Section Street storm sewer project is complete and the DCEO grant is closed out. The sidewalk portion of the project that is being paid for with State Legislative grant funds is complete and there is $4,000 retained for the dirt and seeding portion of the project. Once we see the grass seed growing this fall, we will then release the remaining $4,000 of the project for payment.
The CDS grant for sewer relining is still in the waiting process. Lee anticipates we should hear good news for the IEPA bypass funding in December or January. Then in January we would create our intended use plan for the bypass funding. We should hear something in October for the CDS grant portion of the project funding. Lee anticipates we should be able to go out to bid for the sewer relining project in January 2026.
Lee reported the survey work was complete on the North Pointe ditch. He would like a meeting there soon to go over the plan prior to finishing the design work. Mike agreed to arrange a meeting with Lee soon.
A motion was made by Trustee P. Hartke; seconded by Trustee M. Flowers to approve the purchase of new awning fabric and awning ceiling fabric for the Village Hall awnings for a cost of $4,945.00 from Brumleve Industries. Roll call was 5 yes and 0 no.
In Other New Business Clerk Gipson reported that Jeff White had graciously donated his time and talents to frame and restore the two original 1920’s charter documents for the Dieterich American Legion Post 128. When the Dieterich American Legion disbanded, their historical documents we donated to the village for display. The plan is to display these documents at the Dieterich Civic Center, now that they are framed and restored. The Board unanimously agreed to purchase a $100 gift card to McMahon Meats to give to Jeff White as a thank you for all his efforts preserving the historical American Legion documents.
There was no motion to go into Closed Executive Session.
At 7:59 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee M. Flowers to adjourn the meeting. Roll call was 5 yes and 0 no.
