City of Casey City Council met Aug. 4.

The Regular Meeting of the City Council was held Monday August 4th, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Mayor Nichols led the pledge of allegiance.
Roll Call:
Present: Alderman Brown
Alderman Hanley
Alderman Mumford
Alderman Richardson
Alderman Wilson
Absent: Alderman Jenkins
A quorum was declared.
Public Forum:
Cody Heer was present and had some questions on the financial report from last year. He also asked about the total current cash assets and wondered if we should be keeping money in CDs or spend it on infrastructure. He has some concerns with streets being bumpy.
Community Affairs:
Mayor Nichols looked for a motion to approve Resolution #080425A: CIA 5k for approval.
Alderman Mumford motioned approval of Resolution #080425A, seconded by Alderman Richardson.
Upon roll call the vote was:
Ayes: 5 – Brown, Hanley, Mumford, Richardson, and Wilson
Nays: 0 – None
Absent: 1 – Jenkins
Motion declared carried
Mayor Nichols looked for approval of Resolution #080425B: Casey Popcorn Festival Parade.
Alderman Wilson motioned approval of Resolution #080425B, seconded by Alderman Hanley.

Meeting Minutes:
Mayor Nichols looked for approval of the minutes of the July 21st, 2025 City Council Meeting. Alderman Wilson motioned approval of the minutes of the July 21st, 2025 City Council Meeting, seconded by Alderman Brown.

Ayes: 4 – Brown, Hanley, Mumford, and Wilson
Nays: 0 – None
Absent: 1 – Jenkins
Abstain: 1 – Richardson

Officers Reports:
Clerk Mumford presented July 2025 Bills paid for approval in the amount of $1,374,272.88. Alderman Wilson motioned approval of the July 2025 Bills paid, seconded by Alderman Hanley.

Attorney Willenborg presented Resolution #080425C: Dangerous and Unsafe Property (607 E Madison) for approval.
Alderman Mumford motioned approval of Resolution #080425C, seconded by Alderman Hanley.

Attorney Willenborg then updated the Council on the progress of 709 S Central. Superintendent Biggs reported that the gate valve at the park pond worked today. Chief Henderson gave an update on the Abandoned/Dilapidated property list.
Economic Development Director Daughhetee reported that on 8/14/25 CILBA will be having a board meeting and hopefully accepting our membership in their program. Reminded everybody that we will be having free concerts on 8/15/25 and 8/16/25 downtown.
EMA Director Craig gave an updated on siren issues.

Unfinished Business:
Mayor Nichols reported that they will table the Electric rate ordinance increase. He is wanting to look at those numbers again.
Mayor Nichols reported on the public hearing held on 8/4/2025 where they talked about Fiscal Year 26 Appropriations. He then looked for approval of Ordinance #587: Annual appropriation ordinance bill
Alderman Richardson motioned approval of Ordinance #587, seconded by Alderman Mumford.

Alderman Reports:
Alderman Wilson reported that the pond looks wonderful. She had good things to say about the last concert downtown. Asked how much longer the summer help will be with us and thanked them for their work this summer. Had some concerns with a ditch in the SW part of town. Alderman Mumford had a question on the Pickel ball courts. Asked where we were with the park bathroom updates. Had some mowing concerns. Asked Treasurer Lorton if we could start getting the Statement of Cash and Investments monthly again.
Mayor Report:
Mayor Nichols reported that we have 5 interviews for the Director of Public Works position coming up soon.
There was no further Business of the City Council for the August 4th, 2025 Council Meeting.
