City of Casey City Council met July 21.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday, July 21st, 2025, beginning at 6:01 p.m. Mayor Mike Nichols was present and called the meeting to order. Sharon Durham led the Pledge of Allegiance.

Roll Call:

Alderman Hanley

Alderman Mumford

Alderman Wilson

Absent:

Alderman Jenkins

Alderman Richardson

A quorum was declared.

Public Forum:

None

Community Affairs:

None

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the July 7th, 2025, City Council Meeting.

Alderman Mumford motioned approval of the minutes of the July 7th, 2025

City Council Meeting, seconded by Alderman Hanley.

Upon roll call the vote was:

Ayes: 4- Mumford, Wilson, Brown and Hanley

Nays: 0 - None

Absent: 2- Jenkins and Richardson

Abstain 0 - None

Motion declared carried.

Officers Reports:

Treasurer Lorton presented the July 2025 Treasurer's Collection Deposit report for approval in the amount of $587,606.97.

Alderman Hanley motioned approval of the July 2025 Treasurer's Collection Deposit report for $587,606.97, seconded by Alderman Wilson.

Upon roll call the vote was:

Ayes: 4- Mumford, Wilson, Brown and Hanley

Nays: 0 - None

Absent: 2- Jenkins and Richardson

Abstain 0 - None

Motion declared carried.

Attorney Willenborg explained to the Council the timeline of the Appropriation

Ordinance.

Mayor Nichols asked for a motion to place the Appropriation on public display. Alderman Hanley motioned to place the Appropriation on public display, seconded by Alderman Brown.

Upon roll call the vote was:

Ayes: 4- Mumford, Wilson, Brown and Hanley

Nays: 0 - None

Absent: 2- Jenkins and Richardson

Abstain 0 - None

Superintendent Biggs reported to the Council that the sidewalk work on NE 4th Street is almost complete. He also advised the council that he will be bidding out for tree and stump removal.

Economic Development Director Daughhetee reported to the Council that the Economic Development Committee is close to finalizing the use of the Business District Funds. The Matt Poss band will be performing at the Central Park stage on Friday, July 25th, 2025 from 7:00-9:00 p.m.

EMA Director Craig informed the Council that the Senior Center will be open all week as a cooling station.

New Business:

Alderman Hanley reported on the Finance Meeting held on July 9th, July 10th and July 14th, 2025. We have been working on the Appropriations and they are on display now.

Alderman Wilson reported on the Public Utility Meeting held on July 10th, 2025.

Discussion of Electric & Gas rates. We will vote on the rate increase for Electric at our next meeting. We will have another meeting to discuss gas rates.

Alderman Reports:

Alderman Brown recommended that the Restroom by the pickleball court be painted on the outside.

Alderman Hanley reported the sidewalk on 4th Street North of Monroe needed some attention cutting the grass out of the cracks. The Alley behind Lang Landing needed a sign limiting the amount of time that people can park in the handicapped parking spot.

Mayor Nichols called for a Finance Meeting to be held on Monday, July 28th, 2025 at 5:15 p.m. to complete work on the Fiscal Year 2026 Appropriation.

Alderman Wilson motioned to adjourn, seconded by Alderman Brown.
