City of Marshall City Council met July 14.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor John Hasten presiding. Upon roll call, all council members were present except Swalls. Swalls was absent.

Green made a motion, seconded by Propst, to approve the minutes of the previous meeting as written. Upon roll call, all council members present voted for. Motion carried.

There was no public comment.

New Business: LeFever expressed concern about agenda items. Mayor Hasten shared about the upcoming ribbon cutting for the solar field. LeFever complimented 4th of July fireworks.

LeFever made a motion, seconded by Propst to adopt Ordinance No 2025-O-13. An Ordinance amending Chapter 70. Streets, sidewalks and other public places. Article II. Excavations. Division 1. Generally section 70-42. Liability of persons to City for damage of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by King to adopt Ordinance No 2025-O-14. An Ordinance amending Chapter 70. Streets, sidewalks and other public places. Article II. Excavations. Division 2. Permit. Section 70-79. Certificate of Insurance of the code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by Green to adopt Ordinance No 2025-O-15. An Ordinance amending Chapter 70. Streets, sidewalks and other public places. Article II. Excavations. Division 2. Permit section 70-76. Required of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

Green made an motion, seconded by LeFever to adopt Ordinance No 2025-O-16. An Ordinance amending Chapter 70. Streets, sidewalks and other public places. Article II. Excavations. Division 1. Generally. Section 70-48. Protective measures and routing of traffic of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by Green to adopt Ordinance No 2025-O-17. An Ordinance amending Chapter 70. Streets, sidewalks and other public places. Article II. Excavations. Division 2. Permit. Section 70-78. Fees of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

King made a motion, seconded by Propst to adopt Ordinance No 2025-O-18. An Ordinance amening Chapter 2. Administration. Article III Officers and Employees. Division 2. Mayor Pro Tem. Section III. Establishment of Position: Powers of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for. Motion carried.

Wallace made a motion, seconded by Propst to approve payment ot Morrow Brothers for a 2025 Ford Police Interceptor in the amount of $53,538.00. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by Wallace to approve payment to Morrow Brothers for a 2025 Ford Police Interceptor in the amount of $56,941.00.

Smitley made a motion, seconded by King to approve Lead Service Line Replacement: Loan Disbursement #2 in the amount of $111,493.27. Upon roll call, all council members present voted for. Motion carried.

Smitley made a motion, seconded by Wallace to approve 2nd Street Payment #2 in the amount of $114,664.05. Upon roll call, all council members present voted for. Motion carried.

Green made a motion, seconded by LeFever to approve street closing for Marshall Rotary Club October 25, 2025. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by Green to adjourn. Upon roll call, all council members present voted for. Motion carried. Meeting adjourned at 6:59PM.
