The Regular Meeting of the City Council was held Monday July 7th , 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Steve Jenkins led the pledge of allegiance.

Meeting Minutes:
Mayor Nichols looked for approval of the minutes of the June 16th, 2025 City
Council Meeting.
Alderman Mumford motioned approval of the minutes of the June 16th, 2025
City Council Meeting, seconded by Alderman Richardson. Upon roll call the vote was:
Ayes: 4 – Brown, Mumford, Richardson, and Wilson
Nays: 0 – None
Absent: 2 – Hanley and Jenkins

Officers Reports:
Clerk Mumford presented June 2025 Bills paid for approval in the amount of $934,489.87.
Alderman Jenkins motioned approval of the June 2025 Bills paid, seconded by Alderman Wilson. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson, and Wilson
Nays: 0 – None

Treasurer Lorton presented the June 2025 Treasurers Collection Deposit report in the amount of $539,731.08 for approval.
Alderman Hanley motioned approval of June 2025 Treasurers Collection Deposit report, seconded by Alderman Brown. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Attorney Willenbord was absent, but Ms. Lauren Ozenkoski was present and presented Ordinance #586: Return to work policy for approval.
Alderman Richardson motioned approval of Ordinance #586, seconded by Alderman Hanley. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson
Nays: 0 – None

Superintendent Biggs reported that the narrow slab MFT project was completed. Wallace concrete has started their concrete work. They are working on lead service line inventory.
Chief Henderson looked for approval to purchase a new 2025 Chevy Tahao from Miles Chevrolet in the amount of $54,864.00.
Alderman Hanley motioned approval to purchase the new squad, seconded by Alderman Jenkins. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Economic Development Director Daughhetee thanked all who helped with the Freedom Festival. Business Improvement Grant program is almost ready to go, just got to finish up the application forms with our Attorneys. This program will give up to 6 grants up to $25,000 each with a 50% match.
EMA Director Craig thanked everybody for the help with the Freedom Festival.
New Business:
Alderman Mumford reported on the Economic Development Committee meeting that was held on 6/18/2025 and 6/25/2025.
Alderman Mumford motioned approval to move forward with a Hotel Study, not to exceed $15,000.00 seconded by Alderman Wilson. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson
Nays: 0 – None

Alderman Wilson motioned approval to move forward with Tiff District Analysis not to exceed $5,000.00, seconded by Alderman Brown. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Alderman Jenkins reported on the Finance Committee meeting that was held on 6/18/2025 and 6/23/2025 where they continued work on Fiscal Year 2026 Appropriations. Mayor Nichols reported that he would like to give the Casey Popcorn Festival a donation of $20,000.00. After some discussion the Mayor asked for a motion.
Alderman Hanley motioned approval to give a donation of $25,000.00 to the Casey Popcorn Festival, seconded by Alderman Richardson. Upon roll call the vote was:
Ayes: 4 – Brown, Hanley, Mumford, and Wilson
Nays: 2 – Jenkins and Richardson

Unfinished Business:
Clerk Mumford brought up Phase 2 of the walking path at the Park for approval. Alderman Mumford motioned approval of Phase 2 of the walking path at the Park, seconded by Alderman Hanley. Upon roll call the vote was:
Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson
Nays: 0 – None

Alderman Reports:
Alderman Mumford thanked all who helped put on the Freedom Festival.
Alderman Richardson also thanked all who helped with Freedom Festival.
Mayor Report:
Mayor Nichols reported that he will be getting a flag ordered to make sure we always have a flag leading the Parades. He has had good reports on the Fireworks. He may call a special meeting in the next few weeks if needed in regards to 2 properties.
There was no further Business of the City Council for the July 7th, 2025 Council Meeting.
