City of Casey City Council met June 2.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday June 2nd , 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Tanner Brown led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Hanley

Alderman Mumford

Alderman Wilson

Absent: Alderman Jenkins

Alderman Richardson

A quorum was declared.

Public Forum:

None

Community Affairs:

None

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the May 19th, 2025 City

Council Meeting.

Alderman Hanley motioned approval of the minutes of the May 19th, 2025 City Council Meeting, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 4 – Brown, Hanley, Mumford, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Officers Reports:

Clerk Mumford presented May 2025 Bills paid for approval in the amount of $1,028,651.56.

Alderman Mumford motioned approval of the May 2025 Bills paid, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 4 – Brown, Hanley, Mumford, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Treasurer Lorton presented the May 2025 Treasurers Collection Deposit report in the amount of $703,502.25 for approval.

Alderman Brown motioned approval of May 2025 Treasurers Collection Deposit report, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 4 – Brown, Hanley, Mumford, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Economic Development Director Daughhetee reported that June 14th is Crazy Casey Days and Motors on Main events, with the Chamber Dinner happening that night. June 21st, woot.com is hosting their 21st birthday part in the Mailbox. He has hired Charles Mason as the Part-time tourism director this summer. His first day is Thursday.

New Business:

Alderman Mumford reported on the Economic Development Committee meeting that was held on 5/21/2025 and 5/28/2025 where they continued the talk about Business District funds and talked about joining the Central IL Land Bank Authority. Economic Development Director Daughhetee explained the Land Bank Authority. They will have a resolution to join at the next meeting.

Mayor Nichols reported on the Finance Committee meeting that was held on 5/28/2025 where they started Fiscal Year 2026 Appropriations.

Unfinished Business:

Mayor Nichols looked for a motion to go into Executive session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (c); litigation – Section 2 (c) (11), Lease of Property – Section 2 (c) (6); Personnel – Section 2 (c) (1) salary and benefits for appointed officials. Alderman Hanley motioned approval to go into Executive Session, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 4 – Brown, Hanley, Mumford, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Executive Session began at 6:19 p.m.

Regular meeting resumed at 6:57 p.m.

Roll call for regular meeting:

Present: 4 – Brown, Hanley, Mumford and Wilson

Absent: 2 – Jenkins and Richardson

Mayor Nichols looked for a motion to approve Ordinance #583: Lease of Real Estate (Casey Saddle Club).

Alderman Wilson motioned approval of Ordinance #583, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Nichols, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Alderman Reports:

Alderman Brown thanked the Street Department for the culvert work they did on Delaware Street.

Alderson Wilson had the following complaints:

- SE 4th and Washington Street intersection is really bad

- Asked about who mows the ditch in the Park

- Drain covers are full on SE 1st and SE 2nd

- Tree overhanging the road south of the Catholic Church

Mayor Report:

Mayor Nichols asked Attorney Willenborg to please follow up with Hotel/Motel Tax returns and make sure all are paying and filing the correct paperwork.

There was no further Business of the City Council for the June 2nd, 2025 Council Meeting.

Alderman Hanley motioned to adjourn, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 4 – Brown, Hanley, Mumford, and Wilson

Nays: 0 – None

Absent: 2 – Jenkins and Richardson

Motion declared carried

Adjournment of the City Council was at 7:13 p.m.
