Former trustee lists home amid valuation discrepancies

The former Oakland Fire Protection District Trustee, Kyley Willison, who has been convicted, has listed his home for sale on Zillow with an asking price of $395,000. The estimated sales range on the platform is between $271,000 and $424,000, with a "Zestimate" of $347,400.

Willison purchased the property in 2016 for $105,000 according to Coles County property tax records. The assessed figures show a value of $56,357—$15,165 for the lot and $41,192 for the dwelling. After subtracting a homeowner's deduction of $6,000, the taxable value stands at $50,357 as per county GIS tax information.

The assessed figure is intended to represent one-third of the property's actual value. If accurate, this would suggest a home value around $169,000. This discrepancy raises questions about how an assessed value of $56,357 aligns with the current asking price. Given that Willison was involved in real estate business operations and holds a license as a Real Estate Managing Broker (#471002671), it seems plausible he would understand market values.

The Illinois Department of Financial & Professional Regulations confirms that Willison's licenses as a Real Estate Broker (#475117758) and Real Estate Salesperson (#476000497) were canceled in 2012 and 2009 respectively. Another broker license (#475154622) expired in 2022 without renewal.

There are inconsistencies between assessment records and sale listings: while assessment records indicate 3,955 square feet for the dwelling area; however listing shows 4,255 square feet. Additionally: “Nestled on almost 7 picturesque acres” contrasts with property card details indicating only 2.09 acres.

Concerns have been raised over potential enhancements such as granite countertops funded by Oakland Fire Protection District taxpayers possibly inflating its perceived worth.

Assessment record requests have been made from Shirley Willison—East Oakland-Morgan Township Assessor—and mother to Kyley Willison—to determine if ethical guidelines or rules may have been breached concerning familial involvement in assessments; further updates will follow upon obtaining these records.
