Village of Dieterich Board of Trustees met May 19.

Here are the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, May 19, 2025 at 6:30 p.m. at Dieterich Village Hall.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Carrie Galbraith; Pam Hartke; Fred Bray; Matt Flowers; Stacy Welter and Berdeena Leturno. With President Brad Hardiek and 6 Trustees in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson, Wright Family Center Director Traci Bruns, and Brian Emmerich.

A motion was made by Trustee M. Flowers; seconded by Trustee C. Galbraith to approve the omnibus agenda: approve the minutes of the May 5, 2025 Regular Meeting, approve Resolution 662-2025: Allowing 4th of July Celebration at Liberty Park July 3 and 4, 2025, and approve Resolution 663-2025: Allowing 4th of July Celebration Parade. Roll call was 6 yes and 0 no.

Wright Family Center Director, Traci Bruns, reviewed her April monthly report on financials, facility usage, and memberships. She followed up on the discussion from the February meeting on how to increase the gymnasium hours for members but not have the lobby open and staffed. She had discussed options and pricing with Barlow Lock & Security to add features to our member scan in system and security system changes. This way members would be able to leave the 24-Hour Fitness Center and have access to the gymnasium prior to when the front desk employee arrives or leaves for the day. She received final pricing from Barlow’s and the improvements to the member scan system will cost $1,500. Traci will also need to purchase a few other items to make the lobby more secure after hours. The Board agreed she should proceed with the member scan system addition and additional items needed.

Traci reviewed the humidifier annual cleaning quote received from DHM for $2,352.00. The Board suggested she check other local HVAC companies for pricing for the humidifier cleaning. The gymnasium floor will be resurfaced this summer and DHM will be paying for this service. The humidifier leak that occurred a few months ago warped a portion of the gymnasium floor in the corner underneath the humidifier. The deal DHM worked out with Traci was to pay for the first annual floor maintenance service this summer.

Maintenance Supervisor Mike Campbell was unable to attend the meeting. Clerk Gipson reported on his behalf. The old deep freezer (purchased in 1994) at the Park Pavilion has quit. It will be just as costly to repair the compressor as to purchase a new freezer. The Board agreed we needed to buy a new deep freezer.

The idea of purchasing a portable shed has been discussed before, but Mike asked to discuss the topic again. We are running out of space in the maintenance building for storing special event items for the 4th of July Celebration and Small Town Christmas. Ideas of where to place the shed were discussed and the Boad gave permission to research pricing options.

Former Dieterich resident, Brian Emmerich, was present to discuss his final water bill at his former home at 311 West Section Street. The billing cycle ended on March 20th and the closing for his home was on March 28th. He did not feel he should have been charged the monthly minimum for only 8 days of water usage, when he did not live there. He had a verbal agreement with the new owner that she would pay all of the March utility bills at the home. The Village Treasurer was not made aware of that agreement until after the final bill in Brian’s name had been created on March 28th. Brian asked the Board to reimburse him for that final bill of $29.85.

A motion was made by Trustee M. Flowers; seconded by Trustee F. Bray to reimburse Brian Emmerich $29.85 for his final March water bill for his home at 311 West Section Street. Roll call was 6 yes and 0 no.

A motion was made by Trustee P. Hartke; seconded by Trustee B. Leturno to approve the Dieterich sewer lagoon aeration cleaning by Air Diffusion Systems for $4,650.00. Roll call was 6 yes and 0 no.

A motion was made by Trustee M. Flowers; seconded by Trustee C. Galbraith to approve 480 feet of new Dieterich Cemetery concrete runners, monument resets, all final dirt work and seeding for $29,000.00 by Adams Memorial. Roll call was 6 yes and 0 no.

The Personnel Policies and Procedures manual was reviewed. Changes suggested by the village attorney were considered. Clerk Gipson will work with the attorney for final revisions.

At 7:51 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee P. Hartke to go into Closed Executive Session to discuss a land sale pursuant to 5 ILCS120 Section 2(c) (6). Roll call was 6 yes and 0 no.

At 8:00 p.m. the Board returned from Closed Executive Session. The following Trustees were present: Fred Bray; Pam Hartke; Matt Flowers; Carrie Galbraith; Berdeena Leturno and Stacy Welter. With six Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting was Village Clerk Brittny Gipson.

At 8:00 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee B. Leturno to adjourn the meeting. Roll call was 6 yes and 0 no.
