City of Arcola City Council met May 5.

Here are the minutes provided by the council:

SWEARING IN OF NEWLY ELECTED OFFICIALS Clerk Turner swore in newly elected Mayor Garza. Mayor Garza swore in Clerk Turner. Clerk Turner swore in newly elected Treasurer Anderson, Aldermen Henson and Hensley.

Mayor Garza called the meeting to order at 7:05 p.m. Members present were Alderpersons Henson, Budd, Foran, Hensley and Helmuth. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Petty was not present.

PLEDGE OF ALLEGIANCE Alderman Henson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF APRIL 21, 2025 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the April 21, 2025 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 19, 2025 THROUGH MAY 02, 2025 BILLS Alderman Hensley moved to approve the April 19, 2025 – May 02, 2025 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR APRIL 2025 Alderwoman Helmuth moved to approve the Treasurer’s report for April 2025 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE APRIL ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in the month of April with valuation of $7,200 and fees totaling $53.80 collected. Alderman Foran moved to approve the April Zoning Officer’s report as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPOINTMENT OF GILBERTO MORENO – ALDERMAN WARD 1 Alderwoman Helmuth moved to appoint Gilberto Moreno as Alderman for Ward 1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MAYORAL APPOINTMENTS Alderman Foran moved to approve Mayoral Appointments and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE BID FOR WEST SIDE SANITARY SEWER

IMPROVEMENTS Alderman Henson moved to approve bid for West Side Sanitary Sewer Improvements in amount of $1,600,000 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 1, REBUILD MAIN STREET GRANT This was tabled at this time.

CONSIDER AND APPROVE PROPOSAL FROM GRABER HARDWARE – MOORE PARK CONCESSION Alderman Henson moved to approve proposal from Graber hardware – Moore Park Concession in amount of $234,500. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SQUAD CAR LEASE Alderman Henson moved to approve a 5 year squad car lease thru First Neighbor Bank in amount of $61,000 at 4.25%. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

MOTOR FUEL TAX

ADOPTION OF CONSULTING ENGINEER AGREEMENT Alderwoman Helmuth moved to approve the Adoption of Consulting Engineer Agreement and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

ADOPTION OF MUNICIPAL ESTIMATE OF MAINTENANCE COSTS Alderman Foran moved to approve the Adoption of Municipal Estimate of Maintenance Costs in amount of $260,947.71. Alderman Hensley seconded the motion carried.

ADOPTION OF RESOLUTION OF MAINTENANCE Alderman Budd moved to approve Adoption of Resolution of Maintenance and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Henson Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed the squad car lease proposal.

Alderman Moreno Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
