City of Marshall City Council met April 28.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor John Hasten presiding. Upon roll call, all council members were present.

Green made a motion, seconded by Smitley, to approve the minutes of the previous meeting with the appropriate changes. Upon roll call, all council members voted for. Motion carried.

Public Comment: Boy Scout Jarod Galeener presented a project he would like to do at Collier Park. He would like to build a Gaga Pit. If the City would donate the supplies totaling approximately $800, he and his troop would do the work in one weekend. Bob Nelson wanted to remind everyone with curb and gutter streets not to blow their grass out into the street when mowing.

New Business: Warren LeFever wanted to inform the public that the city has been discussing selling water to the pool at a bulk rate. He also informed the public that the lots we recently purchased would be up for bid soon.

Green made a motion, seconded by Knott, to approve the Collection, Treasurer’s, Building and Police Reports for March 2025. Upon roll call, all council members voted for, motion carried.

LeFever made a motion, seconded by Propst, to adopt ORDINANCE NO. 2025-O-02, an Ordinance Amending Chapter 58 Offenses and Miscellaneous Provisions. Article V. Cannabis and Drug Paraphernalia. Section 58-96. Unlawful Use or Possession of Drug Paraphernalia. Upon roll call, all council members voted for, motion carried.

Wallace made a motion, seconded by Smitley, to adopt ORDINANCE NO. 2025-O-03, an Ordinance Amending Chapter 90. Vegetation. Article I. In General. Section. 90-9 Tree Commission of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members voted for, motion carried.

Green made a motion, seconded by Knott, to adopt ORDINANCE NO. 2025-O-04, an Ordinance Amending Appendix A. Zoning. Article XI. Business Districts. Section 6-13 Same – Schedule of Regulations. Upon roll call, all council members voted for, motion carried.

Wallace made a motion, seconded by Smitley, to adopt ORDINANCE NO. 2025-O-05, an Ordinance Amending the Rates of Payment for Various Employees of the City of Marshall, Illinois for the Fiscal Year Commencing on the 1st Day of May 2025, and Ending on the 30th Day of April 2026. Upon roll call, all council members voted for, motion carried.

Wallace made a motion, seconded by LeFever, to accept the Intergovernmental Agreement For the County Dog Kennel. Upon roll call, all council members voted for, motion carried.

Smitley made a motion, seconded by Wallace, to approve a Temporary Construction Easement Agreement between the Clark County Housing Authority and the City of Marshall, Illinois for the 2nd Street Water Main Project. Upon roll call, all council members voted for, motion carried.

Green made a motion, seconded by Knott to pay the bills in the amount of $734,959.79. Upon roll call, all members voted for. Motion carried.

LeFever made a motion, seconded by Green to adjourn. Upon roll call, all council members voted for, except Knott. Knott voted against, motion carried. Meeting adjourned at 7:04 P.M.
