City of Casey City Council met April 21.

Here are the minutes provided by the council:

Monday April 21st, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Carlene Richardson led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Hanley

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Jenkins

A quorum was declared.

Public Forum:

George Drum was present and asked about ordinance violations and officers patrolling.

Community Affairs:

None

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the April 7th, 2025 City Council Meeting.

Alderman Mumford motioned approval of the minutes of the April 7th, 2025 City Council Meeting, seconded by Alderman Brown. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Officers Reports:

Attorney Willenborg presented Resolution #042125B: Dangerous and Unsafe (12 E General Robey) for approval.

Alderman Hanley motioned approval of Resolution #042125B, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Attorney Willenborg presented Resolution #042125C: Dangerous and Unsafe (206 W Alabama) for approval.

Alderman Wilson motioned approval of Resolution #042125C, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Superintendent Biggs reported that we opened bids for the Tree Removal and Stump removal projects. He presented the following bids for the Tree Removal Project:

- Arborist Tree Service: $32,400

- Effingham Tree Service: $31,700

He recommends we go with the low bidder, Effingham Tree Service.

Alderman Mumford motioned approval to award Effingham Tree Service the Tree Removal Project, seconded by Alderman Brown. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Superintendent Biggs then presented the following Stump removal bids:

- Tanner Glidewell, Country Custom Fencing: $10,099

- Maulding Excavating: $10,998

- Effingham Tree Service: $14,000

He recommends we go with the low bidder, Tanner Glidewell with Country Custom Fencing. Alderman Richardson motioned approval to award Tanner Glidewell the Stump removal project, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Superintendent Biggs then looked for approval to hire the following summer help workers: Corbin Bennet, Brady Rhoads, Luke Overbeck and Fred Thomas.

Alderman Hanley motioned approval to hire the summer help workers, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Superintendent Biggs then looked for approval of a purchase a used Hydro Vac Truck from Key Equipment, a 2014 Freightliner. With trade in the cost would be $191,537.50. Alderman Wilson motioned approval of the purchase of a Hydro Vac Truck, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Superintendent Biggs reminded everybody that City Wide Clean up will be the week of June 7th thru the 14th. Lead and Copper sample letters will be going out this week. The Valve structure for the Park Pond project should be in tomorrow and they will work on installing it this week. Sidewalk bids will be opened on the 28th. Water and Sewer rate study, there will be a Public Utility Committee meeting on Wednesday where they will discuss these.

Economic Development Director Daughhetee presented Resolution #042125A: Resolution of Funding Support for Community Project Funding for FY 2026 for approval. Alderman Mumford motioned approval of Resolution #042125A, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Economic Development Director Daughhetee reminded everyone that the Comprehensive Plan kick off meeting will be held on Tuesday April 22nd, at 5:00 p.m.

EMA Director Craig reported that 2 of the 3 sirens have been programmed to the County and are still working on the 3rd.

New Business:

Mayor Nichols looked for a motion to go into Executive Session.

Alderman Hanley motioned approval to go into Executive Session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (c); Litigation – Section 2(c)(11); Personnel – Section 2(c)(5); and collective negotiation matters - section 2(c)(2); Operation of a Municipal Utility – Section 2 (c) (23), seconded by Alderman Wilson. Upon roll call the vote was: Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Executive Session began at 6:31 p.m.

Regular Session resumed at 7:07 p.m.

Alderman Hanley motioned approval of the tentative agreement with the IBEW Union, seconded by Alderman Brown. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Alderman Reports:

Alderman Richardson reported on the Ordinance and License committee which was held on 4/21/2025 where they discussed the Chicken Ordinance. Currently the ordinance bans having chicken in City limits and the Committee would like for it to remain that way. Alderman Mumford reported on the Downtown Improvement and Economic Development Committee meeting which was held on 4/21/2025, they talked about the Comprehensive Plan, Business District funds implementation and Tiff District discussion.

Alderman Brown asked if there was a time limit on campground spots, he would like to have a Park Committee meeting to discuss. He also talked with Shelby about some culvers and ditch work being done on E Delaware.

There was no further Business of the City Council for the April 21st, 2025 Council Meeting.
