Village of Dieterich Board of Trustees met April 21.

Here are the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, April 21, 2025 at 6:30 p.m. at Dieterich Village Hall.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Carrie Galbraith; Pam Hartke; Fred Bray; Matt Flowers and Bill Lane. Trustee Berdeena Leturno was absent. With President Brad Hardiek and 5 Trustees in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson and Stacy Welter.

A motion was made by Trustee P. Hartke; seconded by Trustee F. Bray to approve the omnibus agenda: approve the minutes of the April 7, 2025 Regular Meeting. Roll call was 5 yes and 0 no.

Maintenance Supervisor Mike Campbell was unable to attend the meeting for his Water/Sewer/Streets report.

Clerk Gipson reported on behalf of Mike Campbell the Norb Avenue lift station had both pumps fail recently and Vandevanter was able to get one pump up and running temporarily. To get both pumps in proper working condition it is going to cost $14,500 in repairs to the lift station.

A motion was made by Trustee C. Galbraith; seconded by Trustee M. Flowers to approve hiring Effingham Signs and Graphics for donor signage at the Wright Family Center for $2,774.00. Roll call was 5 yes and 0 no.

A motion was made by Trustee B. Lane; seconded by Trustee P. Hartke to approve Change Order #7 for A&R Services for a decrease of $2,271.36 for the East Section Street storm sewer project. Roll call was 5 yes and 0 no.

A motion was made by Trustee F. Bray; seconded by Trustee B. Lane to approve the Final Pay Estimate #7 for A&R Services for $44,404.24 for the East Section Street storm sewer project. Roll call was 5 yes and 0 no.

A motion was made by Trustee B. Lane; seconded by Trustee C. Galbraith to approve awarding the demolition of 202 E. Section Street for $12,400.00 to H&K Excavating as a part of the Flood Hazard Mitigation Grant project. Roll call was 5 yes and 0 no.

A motion was made by Trustee P. Hartke; seconded by Trustee M. Flowers to approve a $1,000.00 donation to start the Dolly Parton’s Imagination Library in the Dieterich and Montrose Zip Codes for all children ages birth to 5 years old. Roll call was 5 yes and 0 no.

The Board reviewed and discussed changes needed for the annual appropriations ordinance that needs to be approved prior to the end of July.

The Board discussed the need to raise Dieterich Cemetery plot pricing. There is a lot of money being invested into the cemetery for the monument runner projects and a price increase is necessary. A staggered increase was discussed with a plot being raised $50 in July and then another $50 in January. After the pricing increases, a cemetery plot will be $400 for Village of Dieterich residents and $500 for out of Village of Dieterich residents. A formal ordinance needs to be approved before any pricing changes go into effect. Clerk Gipson is going to work with the attorney on that ordinance.

During Other New Business, salary discussions were had regarding each permanent Village of Dieterich employee. The annual appointment ordinance needs to be approved at the first meeting in May, and rates of pay must be included in this Ordinance. It was agreed that Clerk Gipson should prepare the ordinance with a 2.5% COLA increase plus $1.00 per hour, to keep up with the minimum wage increase for 2025, for each full-time and part-time permanent benefits eligible employee.

There was no motion to go into Closed Executive Session.

At 7:31 p.m. a motion was made by Trustee P. Hartke; seconded by Trustee B. Lane to adjourn the meeting. Roll call was 5 yes and 0 no.
