City of Casey City Council met April 7.

Here are the minutes provided by the council:

Monday April 7th, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Marcy Mumford led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Hanley

Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: None

A quorum was declared.

Public Forum:

Patty Richards with the Historical Society was present and presented a Proclamation commemorating the Casey Founding Day on May 15th, 1874. She read the proclamation and Mayor Nichols signed it.

Community Affairs:

None

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the March 17th, 2025 City Council Meeting.

Alderman Mumford motioned approval of the minutes of the March 17th, 2025 City Council Meeting, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 0 – None

Abstain: 1 – Jenkins

Motion declared carried

Officers Reports:

Clerk Mumford presented the March 2025 Bills Paid in the amount of $803,949.08 for approval.

Alderman Hanley motioned approval of the March 2025 Bills Paid, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Treasurer Lorton presented the March 2025 Treasurer’s Collection Deposit Report in the amount of $768,344.28 for approval.

Alderman Jenkins motioned approval of the March 2025 Treasurer’s Collection Deposit Report, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Attorney Willenborg presented Ordinance #581: An Ordinance authorizing the execution of a License agreement (Cilantros Grill and Cantina) for approval.

Alderman Wilson motioned approval of Ordinance #581, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Attorney Willenborg presented Ordinance #582: Liquor License Changes, for approval. Alderman Richardson motioned approval of Ordinance #582, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Superintendent Biggs presented Resolution #040725A: A Resolution authorizing execution of an Agreement for Mowing Services with Maulding Excavating, LLC, for approval. Alderman Hanley motioned approval of Resolution #040725A, seconded by Alderman Mumford, with changes being made to the address for the City and to the Clerks email address. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Superintendent Biggs thanked the utility workers for their recent work with the storms. He still needs to meet with the company that did the rate study for us. Summer help applications are due this Friday. There will be bid openings for the stump and tree projects on April 14th, 2025 at 2:00 p.m. and bid openings for sidewalk project on April 21st, 2025 also at 2:00 p.m. The valve for the pond project is supposed to arrive in May. He also talked about the possible purchase of a used VAC truck for all departments to use. They will include that with next years Appropriations.

Chief Henderson reported that of the 60 or so notices he sent out in February about half of them are left which he will start working on citations for those. He has also be in contact with Mike Phelps on getting the fencing done at the gun range.

Economic Development Director Daughhetee reported reminded everybody that a planning meeting for the update to the Comprehensive Plan will be held on April 22nd, from 5:00 – 7:00 p.m. He asks that all Alderman and City official and general public attend if able.

EMA Director Craig reported that they activated 2 different times the past few weeks. They will be here this week working on the sirens.

New Business:

Mayor Nichols looked for a motion to go into Executive Session.

Alderman Jenkins motioned approval to go into Executive Session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (c); Litigation – Section 2(c)(11); Personnel – Section 2(c)(5); and collective negotiation matters - section 2(c)(2), seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson Nays: 0 – None

Motion declared carried

Executive Session began at 6:31 p.m.

Regular Session resumed at 7:10 p.m.

Roll call for regular session:

Present: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Alderman Richardson motioned approval of the tentative agreement with the ICOP Union, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Mumford, Richardson and Wilson

Nays: 1 – Jenkins

None

Alderman Reports:

Alderman Jenkins thanks the utility workers for the ditch work they have done recently in the SW part of town.

Alderman Wilson will have a meeting for the rate study soon.

Alderman Hanley reported that he called Commercial Radio and reiterated that they need to get to Casey soon to work on the sirens.

Alderman Richardson had a citizen ask about changing the ordinance to allow chickens in town. They will have an Ordinance meeting soon to discuss.

Mayor Report:

Mayor Nichols gave a park pond project update, and also talked about the Recreation project update. Trout have been stocked in the pond. He is also going to call Sam Dunning about possibility coming back to carve some more animals in the Tree at the pond.

There was no further Business of the City Council for the April 7th, 2025 Council Meeting.
