City of Arcola City Council met March 3.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Hensley, Helmuth, Henson, Becerra and Budd. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Petty was not present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF FEBRUARY 18, 2025 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the February 18, 2025 council meeting minutes as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

APPROVAL OF FEBRUARY 15, 2025 THROUGH FEBRUARY 28, 2025 BILLS Alderman Hensley moved to approve the February 15, 2025 – February 28, 2025 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR FEBRUARY 2025 Alderman Becerra moved to approve the Treasurer’s report for February 2025 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE FEBRUARY ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in the month of February with valuation of $221,400 and fees in amount of $886.60 collected. Alderman Foran moved to approve the February Zoning Officer’s report as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 25-R-2, A RESOLUTION DECLARING SURPLUS FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING REDEVELOPMENT PROJECT AREA – TIF DISTRICT NO. 1 -- $142,548.83 Alderman Henson moved to approve Resolution No. 25-R-2 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 25-R-3, A RESOLUTION DECLARING SURPLUS FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING REDEVELOPMENT PROJECT AREA – TIF DISTRICT NO. 6 -- $195,076.15 Alderman Becerra moved to approve Resolution No. 25-R-3 and was seconded by Alderman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 25-S-2, TIF STOREFRONT REDEVELOPMENT AGREEMENT WITH ANO PROPERTIES This has been tabled at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
