Village of Noble Village Board met Feb. 24.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve February 10, 2025, minutes. Seconded by Ashley Pipher. All voting Aye.

Richland County Clerk’s office will have early voting at the Noble Lions Club on March 26 from 4pm–5:30pm.

The Village is asking for all ground decorations be removed from the Noble Cemetery by March 31.

The Locis system for the village will upgrade to Locis 8 beginning March 17. Locis 8 will provide an option to send mass alerts/notifications of boil orders etc. to customers. Customers will need to provide updated phone numbers for the village hall.

The new computers for the Village Hall will be delivered and setup on Thursday.

Motion made by Ashley Pipher to approve the Interfund transfer of $40,000.00 from the General Fund to the Water fund. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.

The Board was informed that solicitors were in Noble and had come in on a Sunday. Residents had called Richland County Sheriff’s office. The Village employees had to ask the solicitors to come to the village hall and get a permit. There were 2 separate companies in Noble. Three solicitors from one of the companies came to the office and applied for a permit (2 of the 3 had a background check done in Olney). Mayor Kessler decided to approve the 2 solicitors with the recent background checks. The Noble Village Codebook states a permit is required for solicitors and no soliciting on Sundays.

Water billing has been estimated for this month billing due to inclement weather.

Motion made by Ashley Pipher to pay bills presented. Seconded by Paul Summers. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:24 p.m. Seconded by Paul Summers. All voting Aye.

The meeting adjourned until March 10, 2025, at 7:00 p.m. at the Noble Village Hall.
