City of Casey City Council met Feb. 18.

Here is the agenda provided by the council:

The Regular Meeting of the City Council was held Tuesday February 18th, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Lauren Ozenkoski led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Hanley

Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: None

A quorum was declared.

Public Forum:

Cody Heer was present and followed up with at the last meeting he wanted to let us know that Attorney Willenborg was correct in the State giving us the authority to vote by super majority in regards to bids. He asked about the monthly Cash and Investments and also asked about the length of the IMEA contracts.

Community Affairs:

None

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the February 3rd, 2025 City Council Meeting.

Alderman Mumford motioned approval of the minutes of the February 3rd, 2025 City Council Meeting, seconded by Alderman Jenkins.

Upon roll call the vote was:

Ayes: 5 – Brown, Hanley, Jenkins, Mumford, and Wilson

Nays: 0 – None

Abstain: 1 – Richardson

Motion declared carried

Officers Reports:

Superintendent Biggs looked for approval to set the City Wide Clean up dates for June 7th through June 14th this year.

Alderman Hanley motioned approval to set the City Wide Clean up dates for June 7th thru June 14th, 2025, seconded by Alderman Richardson.

Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Shelby presented 3 quotes for new street lights. The City has been awarded a grant of $18,318 from the IMEA for street light replacement. The 3 quotes were the following: - Anixter $20,382.99

- Fletcher-Reinhardt Company $36,300

- Springfield Electric $20,313.76

He recommends going with Anixter as their lead time was much shorter than Springfield Electric.

Alderman Jenkins motioned approval of Anixter light quote in the amount of $20,382.99, seconded by Alderman Wilson.

Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson Nays: 0 – None

Motion declared carried

Shelby reported that they will be putting out for bid for the Park mowing contract soon as well.

Chief Henderson reported that in the paper they talked about giving 90 days to people with abate notices but it really is 30 days.

Economic Development Director Daughhetee presented Ordinance #579: Appointment Ordinance of Milano & Grunloh. They will be helping us with different Grants and other projects.

Alderman Wilson motioned approval of Ordinance #579, seconded by Alderman Mumford.

Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Tom also presented Resolution #021825A: Technical Services and Assistance with Moran Economic Development. They will begin helping us redo our Comprehensive Plan. Alderman Mumford motioned approval of Resolution #021825A, seconded by Alderman Brown.

Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

David Craig reported that the Senior Center will be open for a warming center for the next few days 8:00 a.m. – 4:00 p.m.

New Business:

Alderman Hanley reported on the City Hall/Public Safety meeting they held on 2/18/2025 where they talked about employee evaluations process and City Hall remodel. They will start working on both of these projects.

None

Alderman Reports:

Alderman Wilson asked if we had the water rate study back yet and Shelby said no, we did not yet.

Mayor Report:

Mayor Nichols would like for the Public Utility Committee to review the water study when it gets back. He would also like the Downtown Improvement/Festivals committee to start meeting soon to get the summer concert series and other movie nights for this spring and summer.

There was no further Business of the City Council for the February 18th, 2025 Council Meeting.

Alderman Mumford motioned to adjourn, seconded by Alderman Richardson.

Upon roll call the vote was:

Ayes: 6 – Brown, Hanley, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Motion declared carried

Adjournment of the City Council was at 6:27 p.m.
