City of Arcola City Council met Feb. 18.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Becerra, Budd, Foran, Hensley, Helmuth and Henson. City Administrator Wagoner and Treasurer Anderson were also present.. Attorney Petty was not present.

PLEDGE OF ALLEGIANCE Alderman Becerra led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Adam Kremer of Milano & Grunloh Engineers, LLC gave an update on Libman Street improvements; DCEO Grant for sanitary sewer improvements; RIPI; Downtown Grant and State Legislative Grant (Arcola Center).

APPROVAL OF FEBRUARY 03, 2025 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the February 03, 2025 council meeting minutes as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

APPROVAL OF FEBRUARY 01, 2025 THROUGH FEBRUARY 14, 2025 BILLS Alderman Foran moved to approve the February 01, 2025 – February 14, 2025 bills as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met February 11, 2025 reviewed and recommended the committee approve a request from ANO Properties for a Storefront Rebate of the TIF eligible expenses, up to $20,000, for the improvements to the former Growmark facility at 106 N. US Hwy 45. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 25-S-1, AN ORDINANCE DECLARING SURPLUS PROPERTY AND AUTHORIZING THE SALE OF THE SAME Alderman Hensley moved to approve Ordinance No. 25-S-1 and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Becerra Reported the Employee Relations Committee met prior to this meeting and had employee interview for Water and Sewer Superintendent.

Committee then went into executive session

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

Alderman Henson Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
