The Regular Meeting of the City Council was held Monday January 20th, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Tracy Willenborg led the pledge of allegiance.

Alderman Jenkins
Alderman Mumford

A quorum was declared.

Meeting Minutes:
Mayor Nichols looked for approval of the minutes of the January 8th, 2025 City Council Meeting.
Alderman Brown motioned approval of the minutes of the January 8th, 2025 City Council Meeting, seconded by Alderman Jenkins.
Upon roll call the vote was:
Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson
Nays: 0 – None
Absent: 1 – Hanley
Motion declared carried
Officers Reports:
Clerk Mumford presented the January 20th, 2025 Bills Payable in the amount of $564,187.90 for approval.
Alderman Wilson motioned approval of the January 20th, Bills Payable, seconded by Alderman Mumford.
Upon roll call the vote was:
Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson
Nays: 0 – None
Absent: 1 – Hanley
Motion declared carried
Treasurer Lorton presented the January 2025 Treasurer’s Collection Deposit in the amount of $575,064.92 for approval.
Alderman Mumford motioned approval of the January 2025 Treasurer’s Collection Deposit Report, seconded by Alderman Wilson.
Upon roll call the vote was:
Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson
Nays: 0 – None

Mayor Nichols reported that the ICOP negotiations have started and he will keep the Council up to date on what is going on.
Economic Development Director Daughhetee reported that he has met with the Clark County Development Organization, and they had a good first meeting. They are looking to get this started back up to help the County as a whole.
EMA Director Craig reported that the Casey Senior Center will be set up as a warming center the next few days if anybody needs it.
New Business:
Alderman Wilson reported on the Public Utility Committee meeting they held on 1/20/2025, where they discussed current utility rates. After the Audit review, we are losing money in our Water and Sewer funds. Shelby said they can get a free rate study from IRWA. They recommended getting in touch with them to get this set up. They will then look at the gas and electric rates once we have the water and sewer rates set.
Mayor Nichols looked for a motion to go into Executive session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (c); Litigation – Section 2 (c) (11).
Alderman Wilson motioned approval to go into Executive session, seconded by Alderman Richardson.

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson
Nays: 0 – None
Absent: 1 – Hanley
