City Administrator Miller recognized Officer Jeremy Kyle as Employee of the Quarter.
3.2 Presentation of Firefighter Commendation Awards - Fire Chief Brant Yochum
Fire Chief Yochum presented Lieutenant John Kronewitter, Firefighter Wayne Boerngen, Firefighter Kenneth Hayes and Firefighter AJ Tackett with Commendation Awards.
4. ORDINANCES/RESOLUTIONS - ACTION ITEMS
4.1 Resolution No. 138-2024, A Resolution Authorizing Acceptance of a Proposal from Hoerr Construction for the 2024 Sanitary Sewer Improvements Project - City Engineer Thoele
City Engineer Thoele stated this resolution accepts the lowest, responsive proposal from Hoerr Construction in the total amount of $1,578,984 for the 2024 Sanitary Sewer Improvements Project. Payment for this project will be made from the Sewer Fund.

6. DISCUSSION
6.1 Ordinance No. 117-2024, An Ordinance Amending Chapter 4 of the Municipal Code of the City of Effingham, Illinois (Liquor Control) - Mayor Schutzbach
Mayor Schutzbach stated this ordinance establishes a liquor license classification for the City of Effingham. A Class CR (Caterer Retailer License) entitles the licensee to sell alcoholic liquor at retail for consumption only as an incidental part of a catered prepared meal at an agreed upon package price under contract. A local caterer retailer license must be issued to obtain a state caterer retailer license.

6.2 Ordinance No. 119-2024, An Ordinance Authorizing the Acquisition of a Temporary Use Permit and the Purchase of Real Estate for Right of Way at 15977 N. 1400th Street - Janice A. and Kyle A. Sentel - City Engineer Thoele
City Engineer Thoele stated this ordinance authorizes the acquisition of a temporary use permit and the purchase of real estate for right of way from Janice A. and Kyle A. Sentel at 15977 N. 1400th Street for the sum of $12,000.

Building Official Polk stated this ordinance declares 511 W. Edgar Avenue as dangerous and unsafe.

6.6 Resolution No. 134-2024, Resolution Authorizing Execution of an Intergovernmental Agreement Between the County of Effingham, the City of Effingham, and the Effingham County Airport Commission - City Administrator Miller
City Administrator Miller stated the Effingham County Airport Commission operates the Effingham County Memorial Airport and is implementing improvements to the Airport’s runway. These improvements will include extension of the primary east-west Runway 11- 29, as well as extending Taxiway A to Runway 29. The City is supportive of the improvements for economic development purposes and desires to contribute $100,000 through the County of Effingham to assist with the project.

6.7 Resolution No. 136-2024, A Resolution Authorizing Execution of Traffic Signal Service Agreement with Bodine Electric - City Engineer Thoele
City Engineer Thoele stated this resolution authorizes execution of a Traffic Signal Service Agreement with Bodine Electric for the maintenance and electrical charges of certain traffic signals located within the City.

6.8 Resolution No. 139-2024, A Resolution Authorization Acceptance of Quotation from APC International for the Decorative Street Sign Project - Director of Public Works Heuerman
Public Works Director Heuerman stated this resolution accepts a quote from APC International in the total amount of $63,810.31 for the Decorative Street Sign Project. Payment for this project will be made from the Central TIF Fund.

City Engineer Thoele presented the 2024 Capital Improvements Infrastructure Projects Annual Report.

City Treasurer Polk provided a Semiannual update on financials for fiscal year 2025.
