City of Tuscola City Council met Dec. 9.

Here are the minutes provided by the council:

The regular meeting of the Tuscola City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

• Minutes of the November 25, 2024, meeting

Payment of bills totaling $431,145.07

Morris moved to approve the items on the consent agenda. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Rund moved to approve the consent agenda for December 9, 2024. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Mayor

Mayor Kleiss thanked all who helped make the Christmas Town celebration a success, adding everyone especially enjoyed the window painting.

Ordinances

Hoey moved to approve ordinance 2024-0-7, an ordinance for the levy and assessment of taxes for the fiscal year beginning May 1, 2024 and ending April 30, 2025. Waldrop seconded. Mayor Kleiss noted there have been no comments from the public concerning the levy. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Resolutions

Mayor Kleiss presented a resolution concerning the American Rescue Plan Act (ARPA) funds. These funds were received in 2021 from the federal government to assist local governments with the financial impacts of the COVID 19 pandemic. The Treasury has been making the rules for using and reporting use of the funds. One of the rules allows local governments to call amounts under $10 million 'loss revenues' and used for any governmental services. Treasurer Long added there are many towns that have not done anything with their ARPA funds yet. Now the Treasury has provided this rule with an easier reporting method, we can show the funds were obligated for use as revenue replacement. Rund moved to approve resolution 2024-R-3, a resolution directing use of American Rescue Plan Funds to the General Corporate Fund for revenue replacement for the City of Tuscola. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

No executive session was needed to discuss or review the minutes of the two executive sessions held in the past six months. Hoey moved to approve resolution 2024-R-4, a resolution concerning the review and release of executive session minutes and the destruction of executive session audio recordings. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

Mayor Kleiss noted he got to host some first graders for a tour of City Hall and some discussion with the children. As a thank you, the class sent a poster sized note which was on display.

The motion to adjourn was made by Shoemaker and seconded by Slaughter. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
