City of Casey City Council met Dec. 2.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday December 2nd, 2024; beginning at 6:00 p.m. Mayor Mike Nichols was absent, Clerk Jeremy Mumford called the meeting to order and led the pledge of allegiance.

Roll Call:

Present: Alderman Hanley

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Jenkins

A quorum was declared.

Alderman Hanley motioned approval to appoint Marcy Mumford as the Mayor Pro Tem for tonight’s meeting, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 3 – Hanley, Richardson, and Wilson

Nays: 0 – None

Abstain: 1 – Mumford

Absent: 1 – Jenkins

Motion declared carried

Public Forum:

Chris Jackson was present and thanked the Council for their work on the property at 2 NW 5th street as there is progress being made there. She also asked about the status of 8 NW 5th. Lori Romanelli was also present and asked about 8 NW 5th Street.

Community Affairs:

None

Kelsey Swing with Gilbert Metzger and Madigan was present and presented the Fiscal Year 2024 Audit.

Meeting Minutes:

Mayor Pro Tem Mumford looked for approval of the minutes of the November 18th, 2024 City Council Meeting.

Alderman Richardson motioned approval of the minutes of the November 18th, 2024 City Council Meeting, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Officers Reports:

Clerk Mumford presented the November 2024 bills paid in the amount of $982,994.25 for approval.

Alderman Wilson motioned approval of November 2024 bills paid, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Treasurer Lorton presented the November 2024 Treasurer’s Collection Deposit report in the amount of $500,548.79 for approval.

Alderman Ricardson motioned approval of the November 2024 Treasurer’s Collection Deposit Report, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Chief Henderson presented 3 quotes for fencing at the gun range. He is recommending the Council approve the quote from Phelps and Sons in the amount of $15,500.00.

Alderman Hanley motioned approval of the Phelps and Sons fencing quote, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Chief Henderson then reported and Officer Huckaba has resigned as of November 30th, 2024. He is look for approval to hire Cody Glazewski as a new full time officer.

Alderman Richardson motioned approval to hire Cody Glazewski as a full time police officer, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Chief Henderson then gave an updated Abandoned and Dilapidated property list and went over it with the Council.

Economic Development Director Daughhetee re-presented 2 invoices from GEM Construction for the CDAP Grant for approval. We received a better description from Coles County Regional Planning about what these invoices contain.

Alderman Mumford motioned approval of payment to GEM Construction for the amounts of $34,250.00 and $24,095.00, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Economic Development Director Daughhetee also reminded everybody that Candy Canes on Main was happening this weekend.

New Business:

Clerk Mumford presented Resolution #120424A: Tax Abatement Resolution for approval.

Alderman Richardson motioned approval of Resolution #120424A, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Clerk Mumford presented Ordinance #576: 2024 Tax Levy Ordinance. The amount from last year to this year levied is staying the same. Clerk Mumford reported that Mayor Nichols wants to keep the levy the same this year and not raise it at all.

Alderman Richardson motioned approval of Ordinance #576, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Jenkins

Motion declared carried

Unfinished Business:

None

Alderman Reports:

Alderman Wilson would like to get a Public Utility Committee meeting scheduled soon.

Alderman Mumford thanked all who put on the Christmas in the Park displays and looks forward to Candy Canes on Main.

Alderman Richardson asked about political signs and if there was a time limit on how long they can stay up.

Mayor Report:

None

There was no further Business of the City Council for the December 2nd, 2024 Council Meeting.

Alderman Richardson motioned to adjourn, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 4 – Hanley, Mumford, Richardson, and Wilson
