3.1 Employee of the Quarter - City Administrator Miller

This item was tabled until the next meeting.

3.2 City of Effingham Christmas Card Winners - Tourism Director Thoele Commissioner Moeller presented the top three winners of the Christmas Card Contest.

4. ORDINANCES/RESOLUTIONS - ACTION ITEMS

4.1 Ordinance No. 102-2024, An Ordinance Amending Article II of Chapter Seven, Article IV of Chapter 7, and Sections 10-21 and 10-22 of Article II of Chapter 10 of the Municipal Code of Effingham, Illinois, and Adopting by Reference Various Standard Codes - Assistant Fire Chief Kulesza

Assistant Fire Chief Kulesza stated this ordinance amends fire safety regulations and building code standards for construction.

Motion to pass by Commissioner Gillenwater, second by Commissioner Stephens

Final Resolution: Motion Carried. 5-0

4.2 Ordinance No. 103-2024, An Ordinance Amending Article IV of Chapter 22 of the Municipal Code of the City of Effingham, Illinois (Numbering Buildings) - Assistant Fire Chief Kulesza

Assistant Fire Chief Kulesza stated this ordinance amends regulations for the display of numbers for building identification.

Motion to pass by Commissioner Micenheimer, second by Commissioner Moeller

4.3 Resolution No. 131-2024, Resolution Authorizing Execution of Memorandum of Understanding with National Trail Amateur Radio Club - City Administrator Miller

City Administrator Miller stated this resolution would allow the City of Effingham to enter a Memorandum of Understanding with the National Trail Amateur Radio Club to provide emergency communication support.

Motion to adopt by Commissioner Moeller, second by Commissioner Micenheimer

Final Resolution: Motion Carried. 5-0

6. DISCUSSION

6.1 Resolution No. 135-2024, A Resolution Authorizing Execution of Contract Amendment #4 to the Lawn Care Services Bid Specifications - Herrmann's Landscaping - Public Works Director Heuerman

Public Works Director Heuerman stated this resolution authorizes a contract amendment #4 to the lawn care services bid specification, which includes revision of pay items for services for the calendar years 2025, 2026, and 2027.

There were no objections to bring this item back to a future City Council Meeting.

6.2 Amendment to Agreement to Purchase Real Estate (EPC Parking Lot) - Economic Development Director Hull

Economic Development Director Hull stated this amends the previous purchase agreement for the EPC parking lot. This adds a 10-year lease for the EPC to utilize the lot.

There were no objections to bring this item back to a future City Council Meeting.

6.3 Bid Letting - City Engineer Thoele

City Engineer Thoele announced bids for the Sanitary Sewer Improvements Project will be accepted on December 5, 2024, at 10:00 a.m. This is the second of the two CDBG project awarded to the City for sanitary sewer lining.

8.1 Reports from Commissioners

Reports: 8.2 Reports from Staff - City Administrator Miller; Deputy City Administrator Presley; Public Works Director Heuerman; Economic Development Director Hull; Fire Chief Yochum; Police Chief McFarland; City Engineer Thoele; Tourism Director Thoele; City Treasurer Polk; City Clerk Nosbisch

City Administrator Miller stated there would be a Special City Council Meeting at 3:30PM on December 17, 2024, for an executive session regarding collective bargaining. The Regular City Council Meeting will follow at 5:00PM.

Fire Chief Yochum announced the Fire Department would be going around the City in their trucks with Santa on December 16, 17, and 18.

Police Chief McFarland updated the Council on the upcoming Shop with a Cop event. Tourism Director Thoele provided various Christmas event updates.
