CONSENT AGENDA:

Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

Acknowledging the retirement of Public Works Maintenance Worker 5 Tim Spidle with more than 38 years of service with the City effective December 14, 2024.

NEW BUSINESS

1. Motion – Adopt Ordinance No. 2024-5485: Updating building codes in the municipal code of ordinances to comply with new State regulations. (Hall)

2. Motion – Adopt Ordinance No. 2024-5486: Authorizing the City’s execution and delivery of a Phase II Project Agreement with Mattoon Sports Complex, Inc. relating to the acquisition, construction, financing and operation of an “Economic Development Project” and the transfer by the City of certain “Special Revenues” to be pledged by Mattoon Sports Complex, Inc. to pay debt service on certain special revenue bonds (Remington Road Economic Development Project) or other financing obligations to be issued by the Eastern Illinois Economic Development Authority or another authorized issuer of such obligations to fund certain costs of such project. 3. Motion – Approve Council Decision Request 2024-2559: Authorizing the employment of Haydn Johnston as a probationary firefighter with a base pay of $52,184.08 (EMT) or the Mattoon Fire Department effective January 01, 2025, contingent upon successful completion of his psychological exam. (Cox)

4. Motion – Approve Council Decision Request 2024-2560: Authorizing the employment of Braden Easton as a probationary firefighter with a base pay of $52,184.08 (EMT) or the Mattoon Fire Department effective January 02, 2025, contingent upon successful completion of his psychological exam. (Cox)

5. Motion – Approve Council Decision Request 2024-2561: Authorizing the purchase of a new Kubota LX4020HSDC Tractor from Niemeyer Repair Service, Inc in the amount of $37,549.31 through Sourcewell. (Closson)

6. Motion – Approve Council Decision Request 2024-2562: Approving the engineering proposal from The Upchurch Group in the amount of $21,870 to be paid from ARPA funds to revise the Mattoon Loop Road Phase I Report to extend the project further to the south then over to Dettro Drive and align with Wooddell Way; and authorizing the public works director to sign the proposal.
