City of Neoga City Council met Nov. 12.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Helm. The Pledge of Allegiance was recited. Those present were Commissioners Williams, Schabbing, Edwards, and Mayor Helm. Others present were City Clerk Brenda Evans, and City Treasurer Diana Foor.

MINUTES

After reviewing the regular session minutes from October 28, 2024, Commissioner Schabbing made a motion to approve the minutes as presented. The motion was seconded by Commissioner Williams. Ayes, Commissioner Schabbing, Williams, and Mayor Helm. Nays, none. Commissioner Edwards abstained. Motion carried. 3-0.

PUBLIC COMMENTS

No public comments were heard.

PUBLIC AFFAIRS, MAYOR HELM

SQUAD CAR EQUIPMEMT

City Clerk Evans informed the Council that Police Chief Schabbing would like permission from the Council to have the ag class at the high school remove the equipment from the 2009 Dodge Charger squad car that has been taken out of service. It was the consensus of the council that as long as the students were supervised and there was no liability for the city, it would be fine. However, after further discussion, it was decided to table this matter until Chief Schabbing could attend the meeting.

Zoning Appeals and Planning

After reviewing the resolution, Commissioner Edwards made a motion to approve the council meeting schedule for the city council as well as the Neoga Zoning Board of Appeals. The motion was seconded by Commissioner Schabbing, Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

TREASURER’S REPORT

After reviewing the treasurer’s report, Mayor Helm ordered that the treasurer’s report be filed in the City Clerk’s records.

ITEP PAY ESTIMATE #5

After reviewing the pay estimate, Commissioner Edwards made a motion to approve the pay estimate in the amount of $199,355.90. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

Resolution #09-11-2024 A Resolution Authorizing Use of the American Rescue Plan Act (ARPA) Funds for Public Safety

After reviewing the resolution, Commissioner Edwards made a motion to accept the resolution as presented. Commissioner Williams seconded the motion. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

Ordinance #1099-11-2024 An Ordinance Amending Chapter 78 of the Code of Ordinances of the City of Neoga, Illinois (Stop Intersections)

The Council reviewed the ordinance, and after confirming the new four-way stop at 5th and Locust Avenue and a two-way stop at 4th and Locust Avenue, Commissioner Williams made a motion to accept the ordinance as presented. Commissioner Edwards seconded the ordinance. Ayes, Commissioner Williams, Schabbing, Edwards, and Mayor Helm. Motion carried. 4-0.

HEALTH AND SAFETY, COMMISSIONER WILLIAMS

Commissioner Williams spoke with the council about his concerns of someone getting hit by a tree limb or a tree limb doing damage to the property at 287 W. 5th Street. Williams said that another large limb fell and damaged a garbage dumpster, and felt something needed done with the tree. Mayor Helm said he wanted someone to look at a tree on East 7th Street by the high school parking lot that doesn’t look healthy either. City Clerk Evans said that she would speak with Superintendent Durbin about those trees.

Commissioner Williams also asked about the status of the public works employees having their CDL license to drive the bucket truck. Evans said that Ballinger has his, and the other employees are working on it.

Commissioner Edwards made a motion to adjourn the meeting at 7:41 p.m. The motion was seconded by Commissioner Schabbing. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.
