City of Tuscola City Council met Oct. 15.

Here are the minutes provided by the council:

The regular meeting of the Tuscola City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

• Minutes of the Previous Meeting: September 23, 2024

• Payment of bills totaling $776,263.55

• Pay requests included in bills: B&T Drainage for Ensey Street water main - $104.347.00 and L.J. Swingler & Sons for Police Department renovation - $53,484.84

• Approval of route for Run for Nash 5K

Hoey moved to approve the items on the consent agenda. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Day moved to approve the consent agenda for October 15, 2024. Rund seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Mayor

Mayor Kleiss read a thank you to the City Fire and Police personnel from the TCHS Homecoming committee. They are appreciative of the city's assistance throughout the Homecoming festivities.

Kleiss offered the city's condolences to Mike and Linda Morris on the passing of her mother.

Ordinances

1. Mayor Kleiss presented an ordinance for the IMLRMA min/max contribution agreement for the 2025 calendar year for the city's work comp, liability, and property insurance. Administrator Hoel added the yearly cost for this insurance is $123,032.06 and represents a 4% increase over the current year contribution and includes an early pay discount plus dues to the Illinois Municipal League. Morris moved to approve ordinance 2024-0-5, an ordinance authorizing the execution of the IMLRMA minimum/maximum contribution for 2025 calendar year in the amount of $123,032.06. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

2. Mayor Kleiss addressed the need for additional liquor licenses in the city. We are currently at 12 Class A licenses; he would like to increase that number to 15 to accommodate recent requests. An ordinance to amend the code is needed in order to October 15, 2024 increase the number of licenses. Hoey moved to approve ordinance 2024-0-6, an ordinance amending section 111.21 of the City of Tuscola code of ordinance to increase the number of Class A liquor licenses. Slaughter seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Contracts and Agreements

Air One Equipment, Inc. has submitted a proposal for purchase of fire gear for our eight new firefighters. The cost for one set of gear is $3,280.00. Chief Moody would like approval to purchase the eight sets at a cost of $26, 240.00. This amount is over the budgeted amount for gear but will be offset with unused budget amounts in other line items. Morris moved to approve the purchase of eight sets of fire gear from Air One Equipment, Inc., at a cost of $26,240.00. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

The motion to adjourn was made by Slaughter and seconded by Rund. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
