City of Effingham City Council met Sept. 17.

Public Works Director Heuerman opened the public hearing at 5:00PM No public comments or questions were received.

Mayor Schutzbach closed the public hearing at 5:03PM

4. PRESENTATIONS

4.1 Airport Runway & Road Extension – City Administrator Miller

Ken Wohltman and Greg Koester, County Engineer, presented on the airport runway extension and roadway expansion. Wohltman and Koester requested funding support in the amount of $100,000.

5. ORDINANCES/RESOLUTIONS - ACTION ITEMS

5.1 Resolution No. 103-2024, A Resolution Authorizing Investment of Monies in the Illinois Funds - City Treasurer Polk

City Treasurer Polk stated this resolution authorizes the City, via City Treasurer Polk, to invest City funds in the Illinois Funds investment pool.

Motion to adopt by Commissioner Micenheimer, second by Commissioner Gillenwater

Final Resolution: Motion Carried. 5-0

7. DISCUSSION

7.1 Ordinance No. 088-2024, An Ordinance Authorizing Exchange of Real Estate - Public Works Director Heuerman

Public Works Director Heuerman stated this ordinance authorizes the exchange of real estate with the City of Effingham, Illinois, and Douglas J. Kabbes and Todd A. Kabbes.

There were no objections to bring this item back to a future City Council Meeting.

7.2 Ordinance No. 091-2024, An Ordinance Amending the Zoning Ordinance of the City of Effingham - Corn Bros. Properties Inc. - Rezone from R-2 Single-Family Residence District to R-3A Attached Single-Family Dwelling District - 713 S. Park Street - City Planner Koester

City Planner Koester stated at a Public Hearing on September 10, the Plan Commission, by a unanimous vote of the members present, recommended the City Council approve the rezoning finding that while it is not in accordance with the Future Land Use Map in the Comprehensive Plan, it would provide transitional zoning and use from the single family residences to the south to future higher density residential or commercial (as shown on the Future Land Use Map) to the north.

There were no objections to bring this item back to a future City Council Meeting.

7.3 Resolution No. 114-2024, Resolution Authorizing the Purchase of Portable Radios for Effingham Police Department - Police Chief McFarland

Police Chief McFarland stated this resolution authorizes the purchase of 27 APX NEXT portable radios. Effingham Police Department's current APX 7000 radios are no longer supported. The total amount on this is $274,473.06.

There were no objections to bring this item back to a future City Council Meeting.

7.4 Effingham County Gazebo Replacement - City Administrator Miller

City Administrator Miller stated the County of Effingham is seeking funds to support the replacement of the gazebo on the courthouse lawn. Staff recommend Tourism funds in the amount of $50,000.

7.5 Effingham 2050 Comprehensive Plan Update - City Planner Koester

City Planner Koester provided a brief update of activities with the Effingham 2050 Comprehensive Plan.
