City of Tuscola City Council met Sept. 9.
Here are the minutes provided by the council:
The regular meeting of the Tuscola City Council was called to order with Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop and Mayor Kleiss in attendance. Alderman Shoemaker was absent. Mayor Kleiss led the Pledge of Allegiance. Kleiss announced Shoemaker asked to be excused from this meeting.
Consent Agenda
Mayor Kleiss went over the items on the consent agenda:
• Minutes of the Previous Meeting: August 26, 2024
• Payment of bills totaling $301,481.62
• Pay request: Included in bills – LJ Swingler & Sons for police station - $81,015.19.
• Pay request for approval but not included in bill total: K. Wohltman Construction for maintenance building - $106,189.10
Hoey moved to approve the items on the consent agenda. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop. Rund moved to approve the consent agenda for September 9, 2024. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter and Waldrop.
Mayor
Mayor Kleiss asked for a motion to hold an executive session. Hoey moved council go into executive session at 7:03 pm to discuss personnel. Day seconded. VOTYE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop. The meeting was called back to order at 7:25 pm with Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop and Mayor Kleiss in attendance.

Contracts and Agreements
• Administrator Hoel discussed an amendment to the Donohue engineering agreement for the Ensey Street water main project. This amendment increases the not to exceed fee by $3500 in order to include additional construction related services not in the original agreement. Rund moved to approve the $3500.00, amendment to the Donohue engineering agreement for the Ensey Street water main project, making the total not to exceed fee $23,350.00. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop.
• Slaughter moved to approve a re-development agreement with HMH Rentals, LLC, approving the terms of the memorandum of understanding of April 25, 2024. The memorandum outlines costs to the developer and City for the water main extension project for the multi- unit residential project, Ensey Street Townhomes. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop.
Other
Mayor Kleiss announced Foreman Cruzan plans to retire at the end of October 2024. This is after 52 years with the city! Plans for a celebration honoring Denny are in the works.
Slaughter moved to approve the resignation of Officer Dalton Donnals from the Tuscola Police Department and Fire Department. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Slaughter, Waldrop.
Mayor Kleiss stated the August 31 downtown celebration was a great success! Thank you to all who had a hand in planning and carrying out the event.
