3.1 Employee of the Quarter Award - City Administrator Miller

City Administrator Miller presented Water Operator Russ Leppin as Employee of the Quarter.

3.2 Citizen Service Citation - Police Chief McFarland

Police Chief McFarland presented Steve Bone with a Citizen Service Citation Award. Commissioner Gillenwater entered at 5:05 PM

3.3 Introduction of New Police Officer - Police Chief McFarland

Police Chief McFarland introduced new police officer Alex Larch.

4. ORDINANCES/RESOLUTIONS - ACTION ITEMS

4.1 Ordinance No. 080-2024, An Ordinance Amending Appointment Ordinance No. 014- 2024 for Fiscal Year 2025 - Deputy City Administrator Presley

Deputy City Administrator Presley stated this ordinance amends the Fiscal Year 2025 Appointment Ordinance, approving the appointment of Tayler Polk as Building Official. Polk fills the remainder of the 2024-2025 term, vacated by the resignation of Chris Roedl.

Motion to pass by Commissioner Stephens, second by Commissioner Moeller

Final Resolution: Motion Carried. 5-0

4.2 Building Official Oath of Office - City Clerk Nosbisch

Tayler Polk took his Oath of Office for the position of Building Official in the City of Effingham.

4.3 Resolution No. 108-2024, A Resolution Amending Resolution No. 088-2024, A Resolution Granting Permission to Allow Village Wine & Spirits to have Downtown Cruise Night in Downtown Effingham and to Allow Certain Temporary City Street Closures for Said Public Event - Tourism Director Thoele

Tourism Director Thoele stated this resolution amends Resolution No. 088-2024, granting permission to close city streets and parking lots for Cruise Night, Village Wine & Spirits Block Party and Car Show.

Motion to adopt by Commissioner Gillenwater, second by Commissioner Micenheimer

Final Resolution: Motion Carried. 5-0

6. DISCUSSION

6.1 Resolution No. 100-2024, A Resolution Approving the Job Descriptions of Lead Mechanic and Lead Electrician in the Public Works Department - Deputy City Administrator Presley

Deputy City Administrator Presley stated this resolution approves the creation of the job descriptions of Lead Mechanic and Lead Electrician in the Public Works Department.

There were no objections to bring this item back to a future City Council Meeting.

6.2 Resolution No. 103-2024, A Resolution Authorizing Investment of Monies in The Illinois Funds - City Treasurer Polk

City Treasurer Polk stated this resolution authorizes the City, via City Treasurer Polk, to invest City funds in the Illinois Funds investment pool.

Following Council discussion, Mayor Schutzbach recommended bringing the item back to the next City Council Meeting as discussion and approval.

6.3 Resolution No. 107-2024, A Resolution Granting Permission to Allow a Portion of City Streets to be Temporarily Closed for Oktoberfest - Tourism Director Thoele

Tourism Director Thoele stated this resolution grants permission to close city streets for Oktoberfest on Saturday, October 5, 2024.

There were no objections to bring this item back to a future City Council Meeting.

6.4 Tax Increment Finance Housing Rehabilitation Program (Meinhart) - Economic Development Director Hull

Economic Development Director Hull stated the owner of 205 W. Kagay is requesting funds through the Tax Increment Financing Housing Rehabilitation Program. should be 205 W. Kagay.

There were no objections to bring this item back to a future City Council Meeting.

6.5 Downtown Southtown TIF Rehabilitation Project (McGuire) - Economic Development Director Hull

Economic Development Director Hull stated John McGuire is requesting funds for a rehabilitation project at 1009 Vine Street.

There were no objections to bring this item back to a future City Council Meeting.

6.6 Downtown/Southtown TIF Rehabilitation Project (Downtown Lounge) - Economic Development Director Hull

Economic Development Director Hull stated The Downtown Lounge is requesting funds for a rehabilitation project at 102 North Main Street.

There were no objections to bring this item back to a future City Council Meeting.

6.7 Tax Increment Financing Housing Rehabilitation Program (Stephens) - Economic Development Director Hull

Economic Development Director Hull stated the owner of 216 Clark Street is requesting funds through the Tax Increment Finance Housing Rehabilitation Program.

There were no objections to bring this item back to a future City Council Meeting.

6.8 An Ordinance Authorizing the Sale of Real Estate (713 Park Street, Effingham, Illinois 62401) - City Administrator Miller

There were no objections to bring this item back to a future City Council Meeting.
