City of Martinsville City Council met Aug. 28.

Here are the minutes provided by the council:

Attendance: Mayor Herman Davidson, Attorney Richard Bernardoni, Clerk- Sheena Hammond, Dan Kibler-Marshall Advocate, Ryan Tyhurst, Stan Wallace, Ryan Jones, Travis & Hayley Hill, Jordon Perisho, Ryan Slater, Jeremiah Handley, and Treasurer Terri Connelly.

Meeting called to order by Mayor Davidson at 7:00 PM.

Prayer: Bob Lovell

Pledge of Allegiance: All

Public Comment: Stan Wallace - Glad to see something was being done about the tents in the woods along Union Street. What about other property clean-up.

Jordon Perisho – What about sidewalk repairs?

Haylie Hill – Questioned police duty coverage.

Ryan Tyhurst (representing his father, Ron Tyhurst) – Concerns on Grant and Kendall Street with picking up elementary school children. Streets are blocked making it difficult for the residents in the area. Can the school and City come up with a different arrangement or solution?

Jordon Perisho – Came to City Hall questioning not having to pay the water deposit for a renter according how he read the ordinance. He got upset with Sheena; felt she was verbally abusive. What is the city going to do about this situation? Attorney Bernardoni responded with that in court the ordinance could be interrupted two (2) ways.

Councilman Chris Davidson the other councilmen read the previous ordinance.

Motion by C. Davidson, 2nd by C. Perry, to approve the previous meeting minutes.

--Tabled action to approve Ordinance 2024-08-5 entitled “An Ordinance Concerning Utility Deposits”.

--Tabled action to approve an Office Manager position for City Hall. Discussion to have a council meeting on Wednesday, September 4th at 6:00 pm.

--Discussion of Police Officer not receiving any other applications. Will re-advertise with new policy requirements of living within 30-mile radius.

--Motion by C. Davidson, 2nd by S Pendleton, to repair the lift station pump at estimate cost of $16,200.45. Record Vote:

--Tabled action to hire a new City Attorney. City Hall to look into opportunities and possibly take action at the special council meeting on September 4th at 6:00 pm.

● Is there anyway that Terri Connelly can be compensated for the extra work she does?

● Need to get a list of possible sidewalks to repair/replace.

● City employees are doing a good job with meters

Officer R Slater

● Duty Sheriff Officer Jeremiah Handley agreed to be the Nuisance Office.

Motion by C. Davidson, 2nd by J Hammond, to close the meeting.

Meeting adjourned 8:40 PM.
