City of Arcola City Council met July 1

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Henson, Becerra, Budd, Foran and Hensley. City Treasurer Anderson, Attorney Bequette and Chief Suding were also present. Alderwoman Helmuth and City Administrator Wagoner were not present.

PLEDGE OF ALLEGIANCE Alderman Henson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF JUNE 17, 2024 COUNCIL MEETING MINUTES Alderman Henson moved to approve the June 17, 2024 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF JUNE 14, 2024 THROUGH JUNE 28, 2024 BILLS Alderman Hensley moved to approve the June 14, 2024 – June 28, 2024 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR JUNE 2024 Alderman Foran moved to approve the Treasurer’s report for June 2024 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE JUNE ZONING OFFICER’S REPORT The Zoning Officer reported 4 permits issued in the month of June with valuation of $1,723,125 and fees in amount of $1,185.20 collected. Alderman Foran moved to approve the June Zoning Officer’s report as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE BID BOND AND AWARD BID FOR SEAL COAT MAINTENANCE Alderman Budd moved to approve Bid Bond and award Bid for Seal Coat Maintenance to Earl Walker, Co. Inc. in amount of $166,267.00. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING SCHOOL RESOURCE OFFICER Alderman Henson moved to approve hiring Brandy Smith as the school resource officer starting July 08, 2024 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-S-10, AN AMENDED ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TAX INCREMENT FINANCING (TIF) DISTRICT AND BUSINESS DISTRICT REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF ARCOLA AND THE ARCOLA COMMUNITY ORGANIZATION Alderman Budd moved to approve Ordinance No. 24-S-10 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 24-R-7, A RESOLUTION REQUESTING TEMPORARY CLOSURE OF RT. 133 FOR THE BROOM CORN FESTIVAL PARADE FROM IDOT Alderman Becerra moved to approve Resolution No. 24-R-7 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

As this concluded the business of the meeting Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
