City Administrator Miller recognized EMA Coordinator Larry Thies as Employee of the Quarter & Year.
3.2 Retired Firefighters - St. Anthony Hospital Fire Statue Dedication - City Administrator Miller
Members of the Retired Firefighters thanked the Council for their assistance with the project and discussed the dedication of the St. Anthony Hospital Fire Statue.
3.3 Memorial Day Proclamation - Commissioner Moeller
City Administrator Miller presented a Memorial Day Proclamation on behalf of Commissioner Moeller.
4. ORDINANCES/RESOLUTIONS - ACTION ITEMS
4.1 Ordinance No. 043-2024, An Ordinance Authorizing Execution of Second Amendment to Agreement to Purchase Real Estate (JGKW Holdings, an Illinois limited liability company) - City Administrator Miller
City Administrator Miller stated this second amendment extends the closing date from on or before June 1, 2024, to on or before October 31, 2024. It also extends the April 1, 2024, date to August 1, 2024, for JGKW Holdings LLC to terminate the contract if an agreement is not reached with IDOT.

City Administrator Miller stated the ordinance leases City property to a adjacent property owner located near Glenwood Street and East North Avenue.

6.2 Resolution No. 061-2024, A Resolution Granting Permision to Allow a Portion of City Streets to be Temporarily Closed for Fourth of July Fireworks - Tourism Director Thoele
City Administrator Miller stated this resolution grants permission to close city streets for the Fourth of July Fireworks in Effingham.
There were no objections to bring this item back to a future City Council Meeting.
6.3 Resolution No. 063-2024, A Resolution Authorizing the Execution of a Master Software and Service Agreement and Statement of Work (Quicket Solutions, Inc. - Software and Services) - Police Chief McFarland
Police Chief McFarland stated Quicket Solutions, Inc. will provide services, equipment, software, and training (eCrash Software and Quicket Cloud Infrastructure) to produce accident reports and submit report data to Illinois Department of Transportation.

City Engineer Thoele stated this item request permission for the 2024 Street Resurfacing Program Phase I bids to be due May 28, 2024, at 10:00 a.m.
