City of Tuscola City Council met May 13.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

  • Minutes of the April 22, 2024 meeting
  • Payment of bills totaling $479,467.63
  • Pay request in the amount of $141,342.30, from Wohltman Construction for the fire station (included in total)
  • Pay request from Wohltman Construction in the amount of $43,434.00 for the maintenance building (included in total)
  • Change order with Swingler Construction for cistern removal and filling at police station
  • Community Building lease request with alcohol from Bruce Kauffman for a wedding reception May 17-19, 2024
  • Request from Family Traditions Saloon to have an outdoor band and liquor sales July 13 and August 10
Administrator Hoel added some information about the Swingler change order for cistern removal at the police station. The cistern in the garage bay was 23' deep and 12'in diameter. The current cap is failing, Hoel stated, and the cistern needs to be excavated. The plan is to excavate 5' down, fill the rest, and add a new cap. The change order amount is $66,640, with $30,000 of it being plumbing work necessitated by this. Hoel and the architect are not clear if the plumbing work is related to the change order but would like permission to approve so progress will not be help up. Hoey moved to approve the items on the consent agenda. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor

Mayor Kleiss received a note of thanks for the Tuscola FFA for the use of the Community Building for their recent FFA Banquet.

Scott Day reported he received a note from Carmen Morgan thanking the city crew for adding a water line to the Tuscola Serves sign at Ervin Park.

Mayor Kleiss noted a former council member complimented the city on how great the park looks.

Contracts and Agreements

  • Mayor Kleiss presented a Professional Services Agreement with Donohue and Associates in the amount of $2800, for preparation and submission of a permit application for a new water tower mixer. Administrator Hoel explained the permit is necessary for the installation of a water tank mixer to ensure more uniform chlorination and reduce the need for re-chlorination, thereby reducing disinfection byproducts. Shoemaker moved to approve the $2800.00, PSA with Donohue and Associates for preparation and submission of the tank mixer permit application. Morris seconded.   • Day moved to approve the purchase of a Medora GS 12 tank mixer from Municipal Equipment Corporation at the cost of $14,417.00. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
  • Slaughter moved to approve the agreement with SEICO to provide automatic door locks at the shooting range, at a cost of $5,069.06. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
  • Hoey moved to approve the purchase of furniture from Rogards for the training room at the new fire station in the amount of $22,527.56. Day seconded. VOTE YEA* Brace Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
Other

  • Treasurer Long went over the 2024 employee health insurance renewal and pricing. Long stated the city has gone with the state for health insurance the past few years as they offer many different plans. Typically our employees choose from two offered by the state. This year the Health Alliance HMO went up, Long states, and the high deductible plan went down.. The formula will stay the same except for a small premium will be charged to individuals on the HMO plan. To make up for some of the difference in the plan cost, the city will continue to contribute to an HSA to help cover deductibles if employees choose the high deductible plan. Rund moved to approve the 2024 Employee Health Insurance renewal as submitted. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
  • Morris moved to approve the revised list of the temporary summer hires. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Copy attached, making the revised temporary summer hires part of the minutes.
