City of Arcola City Council met May 6.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Becerra, Budd, Hensley, Helmuth and Henson. Alderman Foran was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Becerra led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF APRIL 15, 2024 COUNCIL MEETING MINUTES Alderman Henson moved to approve the April 15, 2024 council meeting minutes as presented and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 13, 2024 THROUGH MAY 03, 2024 BILLS Alderman Hensley moved to approve the April 13, 2024 – May 03, 2024 bills as presented and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR APRIL 2024 Alderwoman Helmuth moved to approve the Treasurer’s report for April 2024 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE APRIL ZONING OFFICER’S REPORT The Zoning Officer reported 3 permits issued in the month of April with valuation of $4,425,400 and fees in amount of $17,714.50 collected. Alderman Hensley moved to approve the April Zoning Officer’s report as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER REQUEST FROM BACK ALLEY SALOON Alderman Budd moved to approve an event at Back Alley Saloon on June 22nd. They would close off city parking lot from 11:00 a.m. until 2:00 p.m. The event will be over at 11:00 p.m. Alderman Henson seconded the motion. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met April 22nd reviewed and recommended the council approve a request from Juan Martinez, owner of Shae’s Pub and Grub, for a Storefront Rebate of the TIF eligible expenses for the exterior improvements including parking lot repaving and exterior painting to the property at 126 N. Oak. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

REPORT FROM THE REVOLVING LOAN FUND COMMITTEE The Revolving Loan Fund Committee met April 30th reviewed and recommended the council approve 2 requests:

1. Jose Tamez of Tamez Auto Repair requested a loan in amount of $29,550 for driveway improvements to his business located at 325 E. Front Street.

Alderman Budd moved to accept the recommendation of the Revolving Loan Fund Committee and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

2. Jerrod Baird of Fortus Flame requested a loan in amount of $40,000 for working capital to purchase equipment for business he is establishing directly south of Grabers.

Alderman Hensley moved to accept the recommendation of the Revolving Loan Fund Committee and was seconded by Alderwoman Becerra. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 24-R-4, A RESOLUTION APPROVING FINE SCHEDULE RELATED TO ORDINANCE VIOLATIONS Alderman Hensley moved to approve Resolution No. 24-R-4 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-Z-3, VARIANCE TO CONSTRUCT AN ADDITION WITH NON-CONFORMING SIDE YARD SETBACK – 636 POPLAR DRIVE Alderman Becerra moved to approve Ordinance No. 24-Z-3 and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Becerra Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Hensley Reported the Budget & Finance Committee met prior to this meeting and discussed Business District Requests from El Toro, Arcola Country Store/Sunrise Gas, funds for Schrock Drive Street lighting installation by Ameren in amount of $5,616.81 and funds towards Arcola Center Sign replacement.

Alderwoman Helmuth Had nothing at this time.

Alderman Henson Had nothing at this time.

Mayor Garza spoke on a problem with Coyote bar over the weekend. They had been given permission to extend open time from 1:00 a.m. to 2:00 a.m. It was discovered that they still had people in establishment at 5:00 a.m. It has been determined that a citation will be given as this is not the 1st time this has happened.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
