City of Flora City Council met April 24.

Here are the minutes provided by the council:

OPENING CEREMONIES

At 4:00 p.m., Mayor Rick Slaughter called the Special Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were Chief of Police Guye Durre, City Administrator/Economic Development Director Mike Stanford, City Clerk Becky Burgess and Building and Zoning Official Chad Bayles. City Attorney Bob Coble and Superintendent of Public Services Toby Rinehart were absent. Two guests were present.

Mayor Slaughter led the Pledge of Allegiance and Commissioner Linda Spicer offered the Invocation.

PUBLIC COMMENTS - None

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE APRIL 24, 2024 SPECIAL COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

• Vote: Yes - Slaughter, Spicer, Henderson, Wiley, Fehrenbacher

No None

Abstain None; Absent - None

REGULAR BUSINESS

City Administrator/Economic Development Director Mike Stanford presented a summary of the FY24-25 budget. Stanford outlined the pooled cash, debt service and restricted accounts. He explained the estimated income and the anticipated revenue from various sources.

Stanford noted that the pooled cash account has an estimated surplus of over $467,000 for the 2024-2025 FY budget and gave a breakdown of that account.

Stanford stated that the debt service consists of 6 accounts totaling over $1,880,745 and explained the division of the accounts.

The last breakdown that Stanford presented was on the restricted funds, in which there are 11 accounts that total more than $5,950,013.

Stanford concluded by stating that the majority of the deficit amount of the budget is from accrued cash in the restricted accounts that the city has been saving in order to perform larger projects throughout the city.

Commissioner Phil Wiley noted that he is happy that the city is in this position.

Commissioner Linda Spicer was very appreciative for the due diligence by Mr. Stanford in putting this budget together. She further stated that this can be a big guess, as you can put numbers in boxes and then hope it turns out the way it is planned. Spicer then said that she would like to make a motion to pass this budget.

A MOTION TO PASS ORDINANCE NO. 24-3343, AN ORDINANCE ADOPTING THE CITY OF FLORA ANNUAL BUDGET 2024-2025 FISCAL YEAR WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

• Vote: Yes - Slaughter, Spicer, Henderson, Wiley, Fehrenbacher

No - None

Abstain - None; Absent - None

ADJOURN

At approximately 4:20 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
