City of Martinsville City Council met April 24.

Here are the minutes provided by the council:

Attendance: Mayor Herman Davidson, Clerk- Sheena Hammond, Treasurer- Terri Connelly, City Attorney Richard Bernardoni, Dan Kibler-Marshall Advocate, Ryan Slater, Corey Cook

Meeting called to order by Mayor Davidson at 7:01 PM.

Prayer: Bob Lovell. All in attendance recited the “Pledge of Allegiance.”

Public Comment: None

Motion by C. Perry, 2nd by J. Hammond, to approve the previous meeting minutes.

Sheena Hammond passed out a packet of information on the expense of monthly meter reading and leak adjustments and the revenue brought in by surcharge fees. Corey Cook spoke about the need for replacing meters to the AMI radio meters. Ashley Wilhoit expressed the desire to have a Financial Committee meeting to go over the city’s finances and the several projects that have been proposed. A finance committee meeting will be held on May 6th at 6:00 p.m.

Bob Lovell offered an update on the pickleball and basketball courts. He dispersed a working drawing of the project. Surveying still needs done. Shannon will work on some technical drawings to put the project out for bid. --Motion by J. Hammond, 2nd by A. Wilhoit, to put the project to bid upon completion of the survey and design. Record Vote:

Summer student worker applications were reviewed.

--Motion by J. Hammond, 2nd by A. Wilhoit, to hire Ayla Cook and Keygan Finney for summer student work. Record Vote:

OTHER:

Ryan Slater:

● Complaints over dogs-at-large need to be called into city hall.

● Police academy update: no candidates of the eight called showed up for the physical testing. Next training opening will be in September.

Mayor Davidson:

● Meeting needs set up to interview full-time city worker candidates. Council decided on May 1st at 6:00 p.m.

● The city will be getting a bill from Republic for the fire set in the dumpster during city-wide cleanup. Council members felt some consideration needs taken for the smaller dumpster size and late delivery of dumpsters. Chris Perry:

● Wanted update on electrical outlets on downtown poles. Mayor Davidson says they are waiting for a price quote from Livewire Electric.

● Would like to see better signage for the crosswalk so that motorists coming from the south know there is a crosswalk over the hill.

Shane Pendleton:

● Inquired about the survey for the retaining wall and whether it had been done. It has not. Jacob Hammond:

● Gave a shoutout to city workers Corey Cook, Todd Shaffner, Victor Morgan and Sheena Hammond for timely care given to a fire hydrant accident and water leak. Appreciated the quick repair and notification of citizens.

● Would like the city to have a rate study done on water/sewer/gas services.

Richard Bernardoni:

● The attorney’s office will be handling the dangerous and unsafe building ordinance violations from start to finish. These require some title work to be done.

--Motion by C. Perry, 2nd by A. Wilhoit, to close the meeting.
