Village of Noble Village Board met April 22.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Guests Bill Manuel, Mike Bridges and Richard Clark.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve April 8, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.

Richard Clark gave his observation and provided a letter to the Board regarding his opinion of the mowing of the Noble Cemetery. He mentioned in his opinion an effort should be made to have mowing done for special occasions (Memorial Day Service and funerals services) and not have tall grass. Mayor Kessler commented that the cemetery is in better shape now than during the 28 years he worked for the village and yes rain does present issues at times for mowing when necessary. Mr. Clark said he has seen a lot of cemeteries in his 20 years of service to the Honor Guard services and Noble is one of the better maintained cemeteries and understood timing issues, but he was at a service last Thursday and mowing had not been done in that area. Board duly noted his observations and comments and will take them into consideration.

The Trustees were asked to turn in new projects for the new fiscal budget. Village hydrants were flushed with no issues.

Spring Cleanup in village is scheduled for April 24.

Car Show will be held in Noble Park on May 4 (rain date May 11).

Noble wide garage sales will be held on May 18.

The Village of Noble Water Quality Report will be available at Noble Village Hall, a direct link will be on May water bills & the Village website.

The Noble Water salesman bill receptor quit working and 2 were ordered at a cost of $250.00 plus shipping. Bill Manuel informed the Board that Dan’s Electric is figuring out the wiring, since it was different than the existing receptor.

Trustee Ulm said he has never seen the grass in the Noble Cemetery at 4” since Bill and Leroy have been mowing unless it has rained. Bill Manuel mentioned mowing around the time of Memorial Day is usually done on the Thursday before and flags are put out on Friday.

Trustee Summers informed the Board that the Cemetery Committee and Mike Bridges did look at the draining issue in the cemetery and Mike is getting costs. No action taken, tabled until next meeting.

An additional Firewall for the Village Hall computers was mentioned which would give additional security. Motion made by Carol O’Dell to purchase the Firewall for the computers from Kemper Technologies at a cost of $1,043.25. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Mayor Kessler discussed the matter of Governor Pritzker wanting to do away with the grocery tax. Mayor Kessler had talked to State Representative, Mike Ginder and Bart Zuber about approving a resolution. Motion made by Ashley Pipher to approve the Resolution to Support Protection of 1% Grocery Tax. Seconded by Carl Klingler. All voting Aye.

Mike Bridges presented a revised Estimate of Maintenance for MFT program to oil and chip all North and South Streets in the Village at total estimate of $51,518.25. Motion made by Ashley Pipher to approve an Estimate of Maintenance for oil and chipping North and South streets and patching/sealing Second St. at a cost of approximately $51,518.25 ($35,000.00 from MFT funds and balance out of other funds). Seconded by Carl Klingler. Roll Call Vote Taken, All voting Aye.

Motion made by Carol O’Dell to apply for a credit card through the First National Bank of Olney for village use. Seconded by Ashley Pipher. All voting Aye.

Mayor Kessler mentioned putting a ventilation fan in the park storage building to keep the heat down inside of the building where camera equipment is stored. Motion made by Gary Ulm to investigate, get cost, and bring to next meeting. Seconded by Janet Pflaum. All voting Aye.

Mayor Kessler discussed dissolving the Noble Zoning Board due to not enough Board members for a quorum. This matter was tabled until Mayor Kessler can discuss further with Village Attorney, Bart Zuber. This matter will be placed on the next agenda.

Nuisance properties (136 W. Locust St., 145 W. Elm St. and 144 W. North Ave.) were discussed, and consensus of Board was to give the matter of 145 W. Elm St. to Village attorney and continue with action on 144 W. North Ave. and possibly find a cost-effective way of handling the property at 136 W. Locust St. due to the taxes already been paid at the tax sale for the last 2 years (attorney email regarding possible action to take for 136 W. Locust St. was given to Board).

Mayor Kessler mentioned 4 Ash Trees along Park St. that a resident is asking to be taken down, that are on village property. Matter will be on next agenda.

Motion made by Carl Klingler to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:53 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until May 13, 2024, at 7:00 p.m. at the Noble Village Hall.
