City of Olney Board of Fire & Police Commissioners met April 3.

Here are the minutes provided by the board:

AGENDA #1 “CALL TO ORDER” The special meeting of the Board of Fire & Police Commissioners was called to order at 3:30 p.m. by Julie Hearring in the Council Chambers at the Olney City Hall.

AGENDA #2 “ROLL CALL” The following members were present: Brandt Patterson, Larry Knowlton, and Julie Hearring. Also present was Secretary Kelsie Sterchi.

AGENDA #3 “APPROVE MINUTES FROM FEBRUARY 7, 2024, & MARCH 19, 2024” Mr. Patterson moved to approve minutes from February, 2024, and March 19, 2024, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried.

AGENDA #4 “CLOSED SESSION: APPOINTMENT OR EMPLOYMENT OF SPECIFIC EMPLOYEES” Mr. Patterson moved to enter into closed session to discuss the appointment or employment of specific employees, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried and all in attendance entered into closed session at 3:31 p.m.

AGENDA #5 “APPROVE MINUTES OF CLOSED SESSION ON FEBRUARY 7, 2024, & MARCH 19, 2024” Mr. Patterson moved to return to open session, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried. Open session resumed at 3:42 p.m.

Mr. Knowlton moved to approve the closed session minutes from February 7, 2024, and March 19, 2024, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried.

AGENDA #6 “DISCUSSION/POSSIBLE ACTION: HIRE OF PATROL OFFICER(S)” One vacancy for patrol officer had been open since the last round of testing. After the Sergeant promotional testing coming up in May, one of the current patrol officers would be promoted which would create another vacancy for patrol officer. Due to the limited dates available for the Academy, the Council had authorized going ahead and hiring for the second patrol officer in order to help with training timelines.

An entry-level testing date had been scheduled in February of 2024 with interviews with the Board and the Chief following thereafter for two of the candidates, and those individuals were added to the active eligibility list.

Mr. Patterson moved to offer a position of patrol officer to entry-level applicant Brandon Runyon, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried.

Mr. Patterson moved to offer a position of patrol officer to entry-level applicant Austin Arnold, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried.

AGENDA #7 “PUBLIC COMMENTS & PRESENTATIONS” No one from the public was present.

Before adjourning, Mrs. Sterchi reminded the Board that Sergeant promotional testing for Police would take place on May 18, 2024, as well as Firefighter testing for a new Fire eligibility list.

Mrs. Sterchi also informed the Board that Firefighter Daron Harmon would be appointed as Interim Fire Chief upon Chief Holmes’ resignation date.

AGENDA #8 “ADJOURN” Mr. Knowlton moved to adjourn, seconded by Mr. Patterson. A unanimous voice vote was received. The meeting adjourned at 3:53 p.m.
