4.1 Ordinance No. 008-2024, An Ordinance Amending Appendix B of the City of Effingham, Illinois Municipal Code (Zoning Ordinance No. 44-89) - Two-Family (Duplex) and Three Family (Triplex) Dwelling District - Article 1. Definitions, Article 6. R-2 Single-Family Residence District, Article 7. R-3A Attached Single-Family Dwelling District, Article 8. R-3B Two-Family Duplex Dwelling District, Article 9. Multiple-Dwelling District, Article 21. Table of Height and Area Requirements - City Planner Koester

City Planner Koester stated this ordinance amends Appendix B of the Municipal Code (Zoning Ordinance No. 44-89). The Plan Commission held a public hearing on the text amendment to allow Three-Family (Triplex) Dwelling Units on January 9, 2024, and the five members present unanimously recommended approval. The amendment also includes some revisions to clean up a prior amendment and adds provisions that a single-family residence in a higher density residential district shall be required to have the R-2 District width, area, and setbacks.

4.2 Resolution No. 008-2024, A Resolution Supporting the FY 2024 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program - City Engineer Thoele

City Engineer Thoele stated the City will apply for a grant from the FY2024 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program. The project is estimated to be a total of $10,314,190 and 80% ($8,251,352) will be funded by the grant. The City will further support the project by providing a local match of 20% ($2,062,838) if the grant is awarded.

4.3 Resolution No. 009-2024, Resolution Authorizing First Amendment to Contract for Private Development Pursuant to the Effingham, Illinois Plan for the Central Redevelopment Tax Increment Finance Area (Effingham Veterinary Holdings, LLC, an Illinois limited liability company) - Economic Development Director Hull

Economic Development Director Hull stated this resolution extends the date for project completion. This moves it to May 31, 2024.

4.4 Resolution No 010-2024, A Resolution Authorizing Execution of a Water Supply Agreement with Snake Trail Water Association - Public Works Director Heuerman

Public Works Director Heuerman stated the City of Effingham and Snake Trail Water Association desire to continue a Water Supply Agreement. This agreement will allow the City to continue to sell water and supply the purchaser's needs.

Motion to adopt by Commissioner Stephens, second by Commissioner Moeller

6.1 Purchase of Christmas Light Displays from Holiday Outdoor Decor - Tourism Director Thoele

Tourism Director Thoele presented the purchase of Christmas light displays from Holiday Outdoor Decor in 2024.

There were no objections to bring this item back to a future City Council Meeting.

6.2 Effingham/Effingham County Enterprise Zone Annexation - Economic Development Specialist Althoff

Economic Development Specialist Althoff stated Prairie Ace Estates is requesting an annexation into the Effingham/Effingham County Enterprise Zone.

Mr. Hartman and Mr. Trupiano presented to the Council regarding the project. There were no objections to bring this item back to a future City Council Meeting. 6.3 Bid Letting - City Engineer Thoele

City Engineer Thoele announced bids for the 2024 Sanitary Sewer CCTV Project will be accepted on February 13, 2024, at 10:05 a.m. and bids for the Evergreen Avenue Box Culvert Project will be accepted on March 12, 2024, at 10:00 a.m.

Public Works Director Heuerman stated the City purchased a new streetsweeper.

City Engineer Thoele provided information on extending a contract with CDI regarding the IDOT Fayette Avenue Project for $9,500.
