City of Tuscola City Council met Jan. 8.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Alderpersons Day and Brace were absent. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

Minutes of the December 11, 2023 meeting

Financial report for November 2023

Payment of bills totaling $1,042,414.88

Pay Requests included in bills:

Wohltman Construction for maintenance building - $87,033.60

Wohltman Construction for fire station $299,944.54

Feutz Contractors for downtown alley project $370,770.33

Hoey moved to approve the items on the consent agenda. Morris seconded.

Mayor Kleiss mentioned the city received a note of thanks from the family of Boyd Henderson for our contribution to his funeral.

City Clerk - No Report

City Treasurer - No Report

City Attorney

Bequette noted the executive orders relating to Covid meeting participation have expired. The statutes currently state a member has to be physically present or operating pursuant to an ordinance the municipality passed allowing for electronic participation under certain exceptions. The city has no such ordinance and the state legislature has not updated statutes to allow for continued electronic participation. Bequette will prepare an ordinance for electronic participation for discussion and action.

City Administrator - No Report

Resolutions

Morris moved to approve resolution 2024-R-1, a resolution declaring a surplus of funds in the amount of $129,044.50, in the special tax allocation fund for the city's Amishland Tax Increment Financing Redevelopment Project Area (TIF 2). Hoey seconded. These funds will be remitted to the County Treasurer for pro rata distribution to the taxing bodies.

Mayor Kleiss opened discussion on the intergovernmental agreement between theCounty, Arcola, Tuscola, and Villa Grove for economic development. Administrator Hoel pointed out we have been working on this for some time now and it will be a more county wide approach. Mayor Kleiss agreed, adding this is a good approach now that we no longer have TIF to fund economic development. Hoel stated the city's contribution will continue to be paid through payroll and benefits administration for the economic development employees. We will be limited to $50,000, and will be reimbursed for any overages. Morris moved to approve an Intergovernmental Agreement between Douglas County, the City of Arcola, the City of Tuscola, and the City of Villa Grove for Economic Development. Waldrop seconded.

Administrator Hoel reported the new laws regarding police body cams/video cams are quite complex. He and staff have been looking into policies and training for the implementation of these units as well as comprehensive police-specific policies and procedures for all aspects of operations. Due to significant law changes our current policies for pursuit, use of force, search and seizure are likely not up to date, Hoel added, and he recommends a subscription based approach. Lexipol has submitted a master agreement for a pro-rated up front implementation of the policies and the first four months to get us on our fiscal year cycle for $4,249, and an annual subscription of $4,737, beginning May 2024. Slaughter moved to approve the master service agreement with Lexipol for implementation of and comprehensive police policies and procedures at a pro-rated cost of $4,249, for the remainder of the fiscal year and an annual subscription of $4,737, renewable each May. Rund seconded.

Shoemaker moved to approve an agreement with Beck Tech for installation of the police body and dash cams in the amount of $7,130. Waldrop seconded.

The motion to adjourn was made by Slaughter and seconded by Morris.
