State Representative Chris Miller (R-Hindsboro) has expressed his strong opposition to a bill filed by Democrats that amends the Illinois Vehicle Code, which are laws that police officers currently enforce. The bill, known as HB4603 and filed by Representative Justin Slaughter (D), has received criticism from law enforcement and state representatives across Illinois.

In response to the filing of the bill, Rep. Miller stated, "This bill is absolutely insane, it degrades our law enforcement and proves radical Democrats support protecting people who break laws. This bill should never have been filed and it really shows how Democrats perceive public safety."

HB4603 seeks to amend the Illinois Vehicle Code and includes provisions that would prevent law enforcement from enforcing certain violations, such as stopping a vehicle for failing to display registration plates or stickers, operating with an expired registration sticker, speeding (unless it’s a misdemeanor or felony), improper lane usage (unless it’s a misdemeanor or felony), and not wearing a seatbelt.

Law enforcement agencies and associations have expressed concern about the potential impact of this bill on public safety. The Illinois Association of Chiefs of Police reached out to Representative Justin Slaughter and were informed that the bill would not be called because it was deemed "too broad" by the executive director, Kenny Winslow.

Rep. Miller further criticized the bill, stating, "The idea of filing a bill such as HB4603 is a prime example of priorities that are important to the supermajority party and their efforts to create anarchy. People need to wake up and see the writing on the wall that points to a socialist and lawless state. Even though this bill is not being called, it’s a very dangerous move played by the radical Democrats who I guarantee will circle back around to their notion of public safety."

This bill has raised concerns about the potential negative impact on public safety and the perception of law enforcement. It has been argued that legislation like HB4603 undermines the very fabric that keeps communities safe and empowers individuals to disregard the law.

Representative Chris Miller represents Illinois' 101st House District, which includes parts of Coles County, including portions of Champaign, Douglas, and Vermilion Counties along the I-57 corridor.
