City of Flora City Council met Jan. 2.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order, and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson and Commissioner Jim Fehrenbacher. Commissioner Phil Wiley was absent.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. City Treasurer Abbie Orel was absent. Two media representatives were also present.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Linda Spicer offered the Invocation.

PUBLIC COMMENTS - None

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR JANUARY 2, 2024 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

No - None

Abstain ~ None; Absent - Wiley

CONSENT AGENDA

The following items were listed under the Consent Agenda:

. APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING DECEMBER 28, 2023

A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

REGULAR BUSINESS

Mayor Rick Slaughter announced the winners of the "Best Christmas Lights in Town" contest and thanked all who participated.

1st Place - Bill & Gari Holman at 1015 8. Mill Street ($150 utility credit)

2nd Place - Tom & Delia Welch at 23 Holly Lane ($100 utility credit)

3rd Place - Alex and Josie Mclntosh at 20 Holly Lane ($75 utility credit)

Slaughter thanked everyone for taking care of business at the Special Meeting that he was unable to attend on December 20, 2023.

Commissioner Linda Spicer thanked the City crews for disassembling the holiday decorations.

Commissioner Jeremy Henderson presented a handout referring to the recent audit that was approved on December 20^"^. He stated that he provided this handout to better cover himself and explain his stand regarding the recent audit.

City Administrator/Economic Development Director Mike Stanford explained that Lee Beckman with Milano & Grunloh Engineers unable to make it to the meeting and stated that there are really no changes in the grants at this point. He then presented an ordinance for Council consideration.

A MOTION TO PASS ORDINANCE NO. 24-3315, AN ORDINANCE APPROVING AN EXTENSION OF LEASE AGREEMENT WITH BM TRUCK EQUIPMENT, INC. (JANUARY THROUGH DECEMBER 2024) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

No - None

Abstain - None; Absent - Wiley

Stanford noted that Clay County Animal Control has taken over the animal control for the City of Flora. He noted that he is working with the county on an intergovernmental agreement, which will be brought fonward at a later time.

Stanford also noted that on January 13, 2024, there will be a pet adoption at Tractor Supply and noted that the adoption fees will be waived, thanks to an anonymous donor.

Superintendent of Public Services Toby Rinehart presented a request for purchasing transformers.

A MOTION TO PASS ORDINANCE NO. 24-3314, AN ORDINANCE APPROVING A BID FOR PURCHASE OF TRANSFORMERS (T & R ELECTRIC SUPPLY COMPANY - $138,065.00) WAS MADE BY COMMISSIONER HENDERSON; SECONDED BY COMMISSIONER SPICER.

No - None

Abstain - None; Absent - Wiley

Building and Zoning Official Chad Bayles presented a resolution for Council to consider.

A MOTION TO PASS A RESOLUTION DECLARING THE CHRISTIOPHER K. TURNER REAL ESTATE AS UNSAFE AND DANGEROUS (736 E. NORTH AVENUE) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

No - None

Abstain - None; Absent - Wiley

ADJOURN

At approximately 4:38 p.m. with no further business to discuss. Mayor Slaughter requested a motion to adjourn.

COMMISSIONER FEHRENBACHER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
